SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST

The incumbent will be part of the Notices and Diffusions Task Force, and will work under the overall supervision of the General Counsel, or his/her designee. He/she will participate in the compliance review of requests for police cooperation sent via INTERPOL channels, using the INTERPOL Notices, Diffusions and other forms of communication.Under the direct supervision of a Counsel-Coordinator, the incumbent will perform criminal, operational and open sources research and analysis in support of the compliance review process of Notices and Diffusions. He/she must use professional judgment in performing the duties/tasks assigned to him/her, and handle complex cases or operations. The incumbent will provide advice on operational and police cooperation aspects related to Notices and Diffusions and will monitor and research specific subjects and crime phenomena related to the mandate of NDTF.

PRINCIPAL DUTIES AND ACTIVITIES

In the order of importance, indicate main duties and activities performed by the post holder: supervisory responsibility, taking decisions, etc. 

DUTY 1 Research, analysis, and case management

• Performs operational, criminal, and open sources research and analysis on assigned cases, with a view to assessing risks related to requests for publication of notices and circulation of diffusions, and taking decision regarding the compliance with INTERPOLs rules.
• Conducts research and provides support to handling complex cases and operations.
• Drafts documents and reports related to specific cases and operations.

DUTY 2 Research and analysis on specific subjects and crime phenomena

• Monitoring and analysis of crime phenomena and international police cooperation in specific areas
• Monitoring and maintaining geopolitical awareness globally or on assigned geographical regions;
• Drafts documents and reports related to research work.
• Ensures communication with other relevant operational units within the General Secretariat with a view to sharing knowledge, experience and best practices in specific crime areas

DUTY 3 Provides advice on operational and police cooperation aspects

• Provides operational, criminalistics and law enforcement advice on notices and diffusions
• Provides advice on law enforcement liaison and police cooperation where necessary
• Drafts documents and reports related to operational and police cooperation aspects.

DUTY 4 Engagement with member countries

• Drafts and exchanges communication with member countries in relation to assigned cases.
• Participates in meetings with member countries as requested by hierarchy.
• Prepares materials and contributes to the organization of meetings with member countries as requested by the hierarchy.

DUTY 5 Presentations and trainings

• Prepares materials for presentations and training in relation to the review and publication of notices and diffusions (powerpoint presentations, e-learning modules, etc.).
• Provides training in relation to the review and publication of notices and diffusions to a variety of actors, INTERPOL officials, NCBs staff, and law-enforcement officials.
• Perform any other duties as required by the supervisor.

QUALIFICATIONS, COMPETENCIES AND SKILLS

EDUCATION AND QUALIFICATION REQUIRED:

At least three years' education at a University or other specialized higher education establishment, including Police Universities/Academies, possibly with a study focus on criminal/intelligence analysis, criminology, international cooperation or social sciences

EXPERIENCE REQUIRED:

At least three years' relevant experience.

LANGUAGES:

Fluency in English. Proficiency in a second official working language of the Organization or additional languages would be an additional asset.

ABILITIES REQUIRED:

• Strong communication skills, both in written and oral form.
  Good computer skills with standard office word-processing, spreadsheet, database and presentation software are required.
• Experience in using link- and flowcharting tools and/or statistical/GIS analysis software would be highly desirable. Experience with web-publishing tools and/or the ability to conceptualize and design databases according to project needs as well as the ability to exploit the Internet and other electronic sources for the collection of open source information relevant to criminal intelligence analysis would be considered an asset.

As part of our commitment to transparency throughout our recruitment process, INTERPOL's Staff Manual Regulation 11.4: Age-limit, which states that:

'Officials of the Organization shall not normally be retained in service beyond the age of 65 years. The Secretary General may, in exceptional cases and in the interests of the Organization, extend this age limit, in which case he shall inform the official concerned sufficiently in advance.'

Given this Regulation and in case candidates reach the age of 65 during the potential duration of the appointment, should they be selected for the position and the process proceed to appointment, the employment period may be affected by this regulatory limit and may therefore not extend for the full standard contract duration as published in the vacancy notice.
