Experienced Junior Software Development Project Manager

This contract with the Defense Manpower Data Center (DMDC) provides enterprise information technology services support.  Services are provided across a broad range of DMDC products and services, spanning numerous systems and applications and covering all four primary business lines: 1) Decision Support - Decision makers have the information they need, when they need it, to make the best decision for the Department, the war fighters and their families, 2) Enterprise Integration - Focus highly motivated employees, insightful partners and resources to provide customers state of the art solutions, on time, and at lower cost, 3) Entitlements and Benefits - Beneficiaries receive every benefit they are entitled to-- transparently and seamlessly, 4) Identity Management - Ensure that the right people, and only the right people, have the right access, at the right time, to defend and protect the personnel, logical and physical assets of the DoD.

The candidate of choice must be able to obtain and maintain a position of public trust vetting.  Active secret or higher clearance may substitute for position of public trust vetting.

The Experienced Junior Software Development Project Manager candidate of choice will perform the following activities under the guidance of senior management:

1. Serve as a experienced Junior Project Manager for one or more software engineering projects of increasing scope and complexity
2. Monitor project completion from initiation through delivery  - all phases of the software development lifecycle
3. Develop implement and track project metrics to report performance
4. Prepare business and technical presentation for customer
5. Prepare, develop and coordinate integrated master plan and schedule to meet all project deliverables
6. Assist management with recruiting, and training plans for staff members
7. Support the preparation of proposals, business plans, standard process documentation and other documents related to the government contract.
8. Track plans and schedules and perform risk analysis and mitigation
9. Support  budget analysis, resource management, to ensure delivery within time, scope and budget.
10. Support solution development to a wide range of problems

2. 2 to 4 plus years of software development program/project management experience
3. Understanding of software engineering and project management principles
4. Strong analytical and quantitative skills
5. Work well on a team and individually with the ability to plan      and schedule activities to accomplish objectives in dynamic environment
6. Self-starter and independent learner capable of performing complex work under general supervision

Required Skills

1. 2 to 4 plus years of software development program/project management experience
2. Understanding of software engineering and project management principles
3. Strong analytical and quantitative skills
4. Work well on a team and individually with the ability to plan      and schedule activities to accomplish objectives in dynamic environment
5. Self-starter and independent learner capable of performing complex work under general supervision

Preferred Skills

Prior DoD contract or military experience

1. PMP and or Program/Project Management Certificate
2. Experience working in a dynamic, multi-layer distributed environment
3. Current position of public trust clearance or Secret clearance or higher

Minimum Education Level

Bachelor’s Degree, with 2 to 4  years of experience
