EOCC is accountable to the MOCC for the dispatch and control of all flights.
He/She is also responsible to the MOCC for the safety and security of Operational control in flight operations.
B. RESPONSIBILITIES
Coordinate with other related units to handle flight irregularities in consideration of commercial, technical and operational aspects to mitigate operational risks and to achieve the stated level of OTP.
Formulate an efficient roster system to ensure availability and continuity of shift coverage for OCC (FD/DM and/or FOA during entire flight), to accomplishment of flight mission and customer satisfaction.
Responsible for the discipline, punctuality and OCC staff performance tracking.
Management of VR.
To analyze delay root cause and VR issues for solution.
Liaison with external/internal parties in the absence of Manager, OCC.
Prepare quality daily reports on OTP and major service delays and circulate key personnel and management.
Jointly execute major operational decisions and recovery plans on abnormal operations such as flight diversions, ATB, serious incidents, aircraft recovery and crew operating pattern involving Ops Dispatch, Pilot in Command (Line Operations) and Crew Planning and Deployment.
Other duties as assigned by Manager, OCC.
C. AUTHORITY
Authorized to approve Annual leave and Over Time Claim in the absence of Manager, Operations Control Centre.
D. DELEGATION OF DUTIES
To undertake the function as FD during their absence or in the event any irregularities.
EOCC will act as a distant arm to Duty Manager, OCC and MOCC to ensure dispatch meets the day-of operations requirement.
Monitor daily flight movement and flight irregularities.
By delegation from MOCC, control flight irregularities to meet accepted level of On Time Performance (OTP).
By delegation from MOCC to draft policies and/or procedures for the OCCP manual according to CAAM and company requirement.
To send out OCC Staff instructions, memo, SOP and manual updates accordingly.
To ensure all new circular and staff instructions are well understood by all OCC staffs and briefing are conducted.
E. MINIMUM QUALIFICATIONS
Degree/Diploma
FD Certificate (if applicable) or licence or Jeppesen Certificate
Knowledge of the organization operations
Knowledge of SMS Systems
In-depth knowledge of the organization OM
