POSITION SUMMARY:

The expectation of the Program Integration Director is a strategic role to align cross functional organizations and teams to ensure change control, risk and opportunity, and standard operating module are a seamless bridge of consistent communication.

AUTHORITIES / RESPONSIBILITIES:

• Governance and reporting

• Establishes metrics to monitor cost baselines

• Establishes consistent metrics, track milestones, and maintain clear visibility to program goals

• Aligns metrics to the Annual Operating Plan

• Able to make data formed analysis on cost, schedule, resources loading, and communicate with stakeholders

• Principal (single point of) contact for all issues related to cross functional organizations.

• Establishes performance metrics using cost and schedule metrics (including EVMS), ensuring accurate forecasting and variance analysis

• Identify, assess, and mitigate project risks impacting cost, schedule, resources, and technical impacts, and cross functional issues

• Validate resource planning and ensure alignment between planned and actual execution

• Planning / Scheduling

• Evaluates and illustrates key event and milestone

• Critical path analysis

• Design and configuration management

• Oversee development and implementation of change orders

• Validate estimates through estimate that logic is sound, and estimates account for all disciplines affected by scope.

• Manage and evaluate changes to design to ensure that deliverables are sufficient to support the project schedule.

• Manages and evaluates all aspects of design, configuration management, document control, and production support.

• Contract change management / control

• Full understanding of the contract performance reporting

• Execute the contract closeout of responsible assign programs.

• Understands the procurement of materials and equipment and it relationship to change control.

• Understand the sourcing impact engineering change both class 1 and class 2 has on a vessel both in cost and schedule

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

• 4 year degree relating to engineering technologies/business managements/construction management, or supply change management preferred

• 15+ years of related experience and training in program/project management and/or significant leadership responsibilities

• Proven record of Navy/Coast Guard/Commercial program management with ship building and/or government defense contracting as the preferred focus

• Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications

• Ability to understand schedule reporting tools and be competent in maintaining and validating schedule related data

• Strong working knowledge of EVMS principles, cost control, and schedule management tools

• Ability to listen to staff and customers and act appropriately

• Excellent communication, leadership, and stakeholder management skills

• Ability to operate independently, make decisions, and drive results under pressure

• Ability to work independently, be self-motivated, and motivate others.

DIRECTION EXERCISED: Directs the work of others through subordinate managers and I or supervisors. Serves as coach and mentor to management staff and supports continued professional development to build bench strength for critical departmental positions. Confers with other Department Directors to establish mutually agreeable timelines and performance requirements.

DISCRETION EXERCISED: Establishes, communicates and enforces company policy within scope of program management. Authority to take corrective and disciplinary action with guidance/oversight from Human Resources; shall make recommendations for hiring, firing, promotions, transfers and pay adjustments.

ADDITIONAL GUIDELINES:

• Must be able to obtain and maintain required Security Clearance.
