Human Resources Director
Location: Guam, with support for CNMI operations as required
Schedule: Full-time; after-hours support as operational needs require
Position Summary
Cabras Marine Corporation is seeking a Human Resources Director to lead the HR function across its marine operations, shore support, and ship repair activities. The Director oversees recruiting, employee relations, performance management, compensation and benefits administration, training, workforce compliance, and H-1B and H-2B visa processing.
This is a hands-on leadership role that requires sound judgment, responsiveness, and close coordination with employees, supervisors, and senior management. The work can be demanding, but it is highly rewarding for someone who wants to make a direct contribution to our people and operations.
Essential Responsibilities
- Lead HR planning and daily operations across the company’s Guam and CNMI activities.
- Oversee recruiting, hiring, and onboarding for administrative, maritime, technical, and skilled trade positions.
- Advise management and supervisors on employee relations, performance expectations, corrective action, and workplace concerns.
- Maintain HR policies, personnel records, and practices consistent with applicable employment requirements.
- Coordinate compensation, benefits administration, leave tracking, and personnel changes with Finance and company leadership.
- Coordinate training and track employee qualifications, including TWIC, merchant mariner credentials, USCG licenses, medical certificates, and applicable access requirements.
- Oversee H-1B and H-2B processing, including workforce planning, petition and renewal coordination, required documentation, and tracking of filing and status deadlines in coordination with legal counsel and company leadership.
- Monitor compliance requirements affecting foreign national employees, including approved job duties, work locations, wages, and employment conditions.
- Support HR requirements associated with federal contracts, audits, investigations, and other compliance matters.
- Maintain HR systems and provide workforce reporting on staffing, turnover, training, and other key measures.
- Other duties as assigned.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field, or equivalent experience.
- At least seven years of progressive HR experience.
- Demonstrated experience in recruiting, employee relations, HR compliance, and performance management.
- Experience coordinating H-1B and/or H-2B employment processes and working with immigration counsel.
- Strong communication, organizational, and problem-solving skills.
- Ability to handle confidential information and sensitive personnel matters with professionalism and sound judgment.
- Proficiency with HR systems, Microsoft Office, and workforce reporting tools.
HR leadership experience is preferred. Experience in maritime operations, ship repair, construction, logistics, or another operations-focused environment is also preferred. HR certification and experience supporting multi-site operations are beneficial.
