    Job description

    The Drainage Maintenance Crew Laborer I cleans, repairs, and maintains City stormwater and drainage systems. The employee removes debris, clears drainage flows, completes minor repairs, stages safe work areas, and reports visible drainage problems or hazards.

    REPORTING STRUCTURE

    The Drainage Maintenance Crew Laborer I reports directly to the Drainage Maintenance Crew lead, and indirectly to the Street Department Supervisor.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    1. Assist with stormwater and drainage maintenance work as directed by the Drainage Maintenance Crew Lead, and Street Department Supervisor.
    2. Clean and clear inlets, basins, ditches, culverts, pipes, flow lines, and other drainage areas.
    3. Assist with drainage repair, erosion control, pipe exposure, inlet repairs, basin repairs, and site restoration.
    4. Report visible hazards, blocked drainage flows, damaged infrastructure, and unsafe conditions to the Drainage Maintenance Crew Lead or Street Department Supervisor.
    5. Perform field work for stormwater and drainage maintenance activities in compliance with established City and Departmental policies and procedures to support the effective and efficient operation of the Street Department.
    6. Assist the Drainage Maintenance Crew Lead and Street Department Supervisor with drainage maintenance, corrective repairs, preventative inspections, and drainage response activities.
    1. Clean and remove leaves, sediment, trash, branches, debris, and other obstructions from storm drain inlets, basins, culverts, pipes, ditches, flow lines, headwalls, outfalls, and other drainage structures.
    2. Dig, shovel, grade, load, haul, rake, sweep, and perform site preparation related to stormwater and drainage maintenance.
    3. Assist with pipe exposure, pipe replacement support, inlet top repair, minor concrete repair, ditch grading, erosion control placement, riprap installation, and restoration of disturbed areas.
    4. Identify visible site conditions, water flow, restrictions, erosion, sediment buildup, damaged structures, collapsed areas, exposed pipe, and other concerns that may require follow-up review.
    5. Report immediate safety concerns involving open inlets, collapsed structures, undermined pavement, sinkholes, exposed pipe, flooding, erosion near roadways or sidewalks, and unsafe conditions within public rights-of-way or city-maintained areas.
    6. Stage and maintain work zones using traffic control devices, cones, barricades, signage, and other safety measures as directed, and in accordance with City procedures.
    7. Operate City vehicles, trailers, hand tools, power tools, compact equipment used in street and drainage maintenance, as authorized and assigned.
    8. Loads, unloads, transports, and organizes tools, materials and equipment as needed.
    9. Assist with documenting work completed, visible infrastructure conditions, materials used, equipment used, safety concerns, and follow-up needs in the applicable City work order, asset management, or reporting system as directed.
    10. Respond to storm events, roadway flooding, blocked drainage flow, and other emergency drainage-related service calls as required.
    11. Communicate with supervisors, crew members, other City employees, contractors, utility representatives, and residents in a professional manner when performing duties.
    12. Follow safe work practices, use required personal protective equipment, and maintain awareness of traffic, equipment, water flow, uneven ground, and other field hazards.
    13. Maintain vehicles, tools, equipment, and assigned work areas in clean, safe, and serviceable condition.
    14. Operate a computer or mobile device to manage work order, asset management, database, spreadsheet, and word processing software in the performance of essential job functions.
    15. Complete other duties and tasks as assigned.

    QUALIFICATIONS

    The knowledge, skills, and abilities necessary to fulfill the essential duties are usually, although not always, acquired through the following:

    • High school diploma or equivalent; and
    • experience and/or training in stormwater maintenance, construction, landscaping, concrete work, utility work, etc.
    • Equivalent combinations of education and experience will be considered.

    PREFERRED QUALIFICATIONS

    • Prior drainage and stormwater experience preferred
    • Experience using hand tools, power tools, and small equipment is preferred

    CERTIFICATES & LICENSES

    • A valid Arkansas Class D Driver’s License is required before employment, and must be maintained for the duration of employment in this position.

    KNOWLEDGE, SKILLS & ABILITIES

    • Knowledge of basic stormwater and drainage maintenance operations
    • Knowledge of stormwater flow, drainage structures, inlets, basins, pipes, culverts, ditches, headwalls, outfalls, erosion areas, and related infrastructure.
    • Knowledge of basic methods used for preventative maintenance, corrective repairs, inspection, and documentation of drainage systems
    • Knowledge of basic concrete and repair methods related to inlet tops, basin tops, drainage structures, curbs, sidewalks, and related infrastructure
    • Knowledge of traffic control, work zone safety, equipment safety, and public works field safety practices
    • Knowledge of basic record-keeping systems used to document assigned work
    • Skill in the safe use of hand tools, shovels, rakes, saws, pumps, compact equipment, trailers, and other tools and equipment assigned to City-wide Public Works operations
    • Skill in the safe operation of assigned City vehicles and equipment as authorized
    • Ability to follow verbal and written instructions
    • Ability to perform manual labor safely and efficiently in outdoor conditions
    • Ability to identify and report visible drainage failures, blocked drainage flow, erosion concerns, damaged structures, pipe failures, and safety hazards
    • Ability to assist with routine and emergency stormwater and drainage maintenance work
    • Ability to communicate effectively with co-workers, supervisors, residents, contractors, and the public.
    • Ability to work as part of a crew and maintain safe work practices in active work zones

    WORK ENVIRONMENT

    Work is performed primarily on City maintained streets, and outdoors. Employee is exposed to moving mechanical parts, fuels, oils, grease, chemicals, noise, vibration, weather conditions, and other hazards associated with vehicle and heavy equipment operation. Employee is exposed to outdoor weather conditions including extreme heat and cold, rain, etc.
