    Job description

    Performs specialized customer service and processes a variety of permits and licenses issued by the City.

    Job Responsibilities:

    • Serves as administrative and customer service support for the acceptance, processing, tracking, and distribution of development and building plans as well as applications and payments for occupation tax registration.
    • Addresses questions and responds to inquiries from the general public, developers, City staff, architects, engineers, and contractors in person, via telephone, and via email related to new and existing development projects, site construction plans, and other community development activities.
    • Provides customer service support for walk-in counter traffic and multiple phone lines related to building permits, construction projects, business licenses, and general questions.
    • Works directly with the public as the initial contact regarding general questions about occupation tax registration; verifies and notarizes affidavits confirming legal status and e-verify affidavits; and forwards each report to appropriate administrative personnel for approval.
    • Serves as a liaison between applicant and inspector to update related database; reviews applications; ensures conformity with City code; creates invoices; and issues a variety of permits and licenses as determined by compliance with appropriate local and state regulations and laws.
    • Records all permits, bonds, plans, fees, notices, and other transactions performed in the process of facilitating the approval of development/construction projects.
    • Enters data and coordinates approval of occupation tax registration by various departments; issues licenses to customers.
    • Processes new and renewed business licenses; updates database; and issues receipts.
    • Processes recording, cash receipting, and following up on delinquent accounts regarding excise taxes on liquor pouring, distributors, rental vehicle business, hotel/motels, and solid waste services. 
    • Schedules customer fingerprint appointment with the Police Department for alcohol license applicants & agents.
    • Demonstrates the ability to work collaboratively as part of a team, with a willingness to learn and adapt to changing priorities.
    • Writes, updates, and follows Standard Operating Procedures for the department.
    • Provides basic accounting services to include, but not limited to, receipting for a variety of fees; depositing of cash received; and running and balancing reports for accounting.
    • Prepares a variety of special projects, reports, and department records which involve the compilation and research of relevant data and records retrieval.
    • Requests and receives payment for renewal accounts for occupation tax registration and verifies legal status for state licensure and incorporation; posts payments; issues/mails yearly occupation tax renewal forms to customers; and provides updates and related information to Georgia Department of Revenue for Alcohol License Applicants.
    • Maintains appointment calendars and scheduling; provides office management and coordination in assisting supervisor with administrative tasks to support the department.
    • Prepares and maintains records, reports, manuals, booklets, requisitions, purchase orders, and related documentation.
    • Types and edits reports, correspondence, memoranda, and other materials from copy, rough drafts, or general instructions; reviews documents for completeness; and copies/scans documents.
    • Responds to open record requests; records and routes to appropriate departments.
    • Maintains department supply inventory; prepares purchase requisitions; and orders supplies as necessary.
    • Performs other duties as assigned.

    Education and Experience:

    • Requires a High School diploma or equivalent; two (2) years of related work experience; or equivalent combination of education and experience. 

    Licenses or Certifications:

    Obtain notary public certification within six (6) months.

    Special Requirements:

    • Proficiency assessments may be conducted.

    • Ability to multitask productively. 
    • Ability to provide guidance, assistance, and/or interpretation to others  on  how  to apply procedures and standards to specific situations.

    Physical Demands: 

    The work is light work and requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: manual dexterity, grasping, handling, hearing, lifting, mental acuity, reaching, repetitive motion, speaking, standing, talking, and visual acuity.

    Work Environment:

    The noise level in the work environment is usually quiet.
