General Functions:
The Training and Education Supervisor oversees the performance of instructors working with external learners (participants) while leading internal training and quality improvement initiatives across workforce development services. This position supports both instructional staff and workforce service teams through monitoring, coaching, and implementing best practices to maintain service excellence. Working in partnership with our people, the Training and Education Supervisor develops opportunities that fulfill our endless potential by ensuring high-quality educational experiences and workforce readiness. The role plays a critical part in aligning training services with workforce development goals and CITC's mission of helping participants achieve self-sufficiency through education and skills development.
Duties and Responsibilities:
- Recruit, interview, hire, supervise, and support instructors delivering training to external learners (participants).
- Provide leadership by inspiring, guiding, and motivating team members and colleagues to achieve department goals.
- Create an environment that fosters employee engagement, satisfaction, and professional growth.
- Evaluate team member performance through feedback, coaching, mentoring, and conducting annual performance appraisals.
- Perform quality monitoring and program review activities across instructional and workforce development services, including file reviews and compliance checks.
- Analyze findings from internal reviews and stakeholder feedback to identify trends, gaps, and opportunities for improvement.
- Design and deliver internal training sessions for instructional and workforce development staff, ensuring alignment with department procedures and grant requirements.
- Collaborate with department leadership to align training and services with industry standards and participant needs.
- Develop and maintain documentation for program review processes, training activities, and staff development outcomes.
- Identify training needs, provide opportunities for learning and growth, and support the professional development of team members.
- Promote a culture of continuous improvement and innovation in service delivery across all programs.
- Assist the departmentleadership with planning and implementing new strategies and innovative projects.
- Monitor compliance with grant rules and department regulations to ensure program integrity.
- Maintain regular communication with instructors and workforce development teams to address challenges and share best practices.
- Perform all related duties as needed and assigned.

Minimum Qualifications:
- Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.
- Bachelor's degree in Human Services, Human Resource Management, Social Work, Vocational Education, or closely related field. Relevant work experience may substitute for education requirement on a year-for-year basis.
- Two (2)) years of supervisory experience.
- Two (2) years of experience in a tribal organization providing social services.
- Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
Preferred Qualifications:
- Master's degree in Education, Human Services, or related field.
- Experience in adult education or workforce development programs.
- Knowledge of grant management and compliance requirements.
- Experience developing and implementing training curricula.
Physical Requirements:

- May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
- The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
- Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
