We are looking for a Procurement and Supply Chain Manager to join the Heathrow team, to lead the procurement of packages through competitive tender routes, from strategy and market engagement through to contract award and ongoing supply chain management.  In addition, supporting the business in supply chain readiness for Heathrow H8 Regulatory Period (2027–2031)

You are responsible for ensuring that sector P&SC strategy is deployed and implemented, balancing and optimising both the operational requirements of our projects and the strategic goals of our Group objectives. Procurement and Supply Chain Managers should have excellent stakeholder management skills and be a proactive team-player with a solution-focused mindset.

Costain's H7 framework involvement centres on its strategic partnership with Heathrow Airport to deliver asset renewal and major construction projects via the Terminal Asset Renewal Partner and Major Project Partner lots.

We are looking to bring our experience in delivering infrastructure solutions and working closely with London Heathrow and our supply chain partners to deliver these essential infrastructure upgrades.

Responsibilities

• Lead and support procurement activity across the Heathrow H7 Framework working collaboratively with project, commercial and engineering teams to align procurement strategy with programme requirements
• Develop and issue ITT documentation, including pre-qualification, instructions to tender, contract drafting pricing schedules and evaluation criteria.
• Manage competitive tender processes from strategy and market engagement through to contract award
• Structure and negotiate commercial and contractual terms under NEC4 Contract Suite.
• Negotiate agreements that meet safety, programme and cost targets set by the project
• Manage supplier performance and relationship management using group systems
• Ensure all procurement activities comply with legal frameworks including Costain & Client Governance
• Develop strong relationships with key internal and external stakeholders to unlock value and deliver successful outcomes

• To support the development of the Costain Way to drive continuous improvement and reflects best practice

Knowledge, Skills, and Experience

Essential

• Significant experience working in a similar level role
• A clear and visible enthusiasm for driving improvement in best practice
• Ability to demonstrate a level of emotional intelligence, capable of engaging with a wide-ranging stakeholder group
• Operational Procurement & Supply Chain skills relevant to the construction industry
• Basic carbon literacy and an awareness of ISO20400 Guidance Standard for Sustainable Procurement
• Experienced in leading supply chain engagement, e.g., chairing procurement meetings and negotiations

Desirable

• Aviation sector experience

• Experience in negotiation heavily modified NEC3/NEC4 subcontracts to promote demonstrative favourable commercial outcomes for the business

• Previous knowledge of Frameworks projects and associated procurement practices

• More extensive expertise in ISO2040 and be able to demonstrate where they have delivered tangible sustainable outcomes through the supply chain (i.e. such as a reduction in Scope 3 GHGs)

• ISO 44001 experience from concept to delivery with Strategic Supply Chain Partners (or an equivalent level of demonstrated experience with Project 13 principles

Qualifications

Essential

• Member Chartered Institute of Procurement & Supply qualified (min level 4)

Desirable

• Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
• Other accredited certifications in procurement or supply chain management
