Summary:
The Senior Director, Global Partnerships and Solutions will lead Counterpart's U.S. Government business development portfolio, driving strategic growth, donor engagement, and market positioning across key federal agencies. The Senior Director will provide leadership and direction to the U.S. Government business development team while cultivating high-value relationships with priority donors, particularly the U.S. Department of Agriculture (USDA) and the U.S. Department of State (DOS). This position reports to the Senior Vice President, Global Partnerships and Solutions.
Duties and Responsibilities
- Lead donor engagement efforts, particularly with USDA and DOS, maintaining a deep understanding of the agencies evolving priorities, funding trends, and emerging opportunities.
- Develop and execute donor positioning strategies to expand Counterpart’s U.S. Government portfolio.
- Provide strategic leadership for capture and proposal development efforts, including bid strategy, teaming, solution development, and proposal oversight.
- Lead and contribute to the development of winning USDA Food for Progress proposals; experience with successful non-emergency Food for Peace proposals is highly desirable.
- Cultivate and strengthen partnerships with private sector and other strategic stakeholders to advance innovation in international development and humanitarian assistance.
- Oversee the U.S. Government business development team, including opportunity identification, bid/no-bid decision-making, capture planning, and proposal development.
- Represent Counterpart at industry conferences, donor meetings, working groups, and other external forums to strengthen the organization's visibility and influence.
- Champion a cross-departmental approach to capturing and leveraging project results, impact data, and success stories, ensuring they are integrated into business development, donor engagement, and organizational positioning efforts.
Qualifications
- Bachelor’s degree and minimum of 15 years of progressively responsible experience in international development, including management and supervisory responsibilities.
- Demonstrated success leading winning USDA Food for Progress proposals. Experience leading successful non-emergency Food for Peace proposals is strongly preferred. Experience with other U.S. Government agencies and funding mechanisms, including MCC and USTDA, is highly desirable.
- Demonstrated experience serving in key proposal roles, including technical lead, lead writer, and/or overall proposal strategist.
- Proven experience cultivating and maintaining relationships with USDA and DOS. Established networks and strong working relationships within these agencies are highly desirable.
- Strong understanding of U.S. Government procurement and assistance mechanisms, donor priorities, and business development best practices.
- Exceptional written and verbal communication skills, with the ability to tailor messaging to diverse donors, partners, and audiences.
- Fluency in spoken and written English is required.
