Organizational Development Consultant -Malawi

Summary

Counterpart International (CPI) is seeking an Organization Development Consultant for its USAID-funded Supporting the Efforts of Partners (STEPS) program which seeks to enable local organizations not only deliver on their mandates but also to expand opportunities for local organizations to receive more USAID funding directly.  This partnership-based program seeks to strengthen the capacity of local organizations institutionally and technically so that they can become integral to the ability of Malawi to address a variety of social, economic, and environmental challenges that are hindering the quality of life of the Malawian people.

Activity Description:

The STEPS program consists of thirty (30) CSO partner organizations of which eleven (11) received subgrant support from Counterpart. Together, the full cohort works in the following thematic areas: HIV/AIDS, malaria, MCH and family planning, agriculture and the environment, education, disability, governance and WASH.  Most of the partners operate nationwide or in multiple districts. Administrative offices are based in Blantyre, Chikwawa, Lilongwe, Mangochi, Mzimba, and Zomba districts.

Counterpart has worked to establishing civil society infrastructure where it had not previously existed, catalyzing networks of sustainable CSOs, including the certification of associations of Intermediary Support Organization (ISO) networks in various countries all meeting auditable criteria for USAID direct funding.  In view of this, Counterpart International’s STEPS program is aiming at verifying the organizational capacity of partners and their potential to successfully manage and implement future projects for eventual certification. It is expected that the consultant will spend up to forty (40) billable days.

Scope of Work:

The duties and responsibilities of the Organizational Development Consultant position are as follows:

• Design a participatory certification assessment tool and reporting template in consultations with Counterpart and other cooperating partners;
• Facilitate participatory evaluation for STEPS partners that have scored average capacity assessment score of 3.3 and above.
• Conduct partner history of performance of STEPS partners that have scored average capacity assessment score of 3.3 and above using the STEPS program’s Organizational Performance Index (OPI) assessment tool;
• Prepare and submit a report for STEPS and each organization who undergoes the certification for graduation process. The report should have clear recommendations for partners that have qualified for certification and follow up activities for partners that have not qualified for certification.

Deliverables:

• Approved certification assessment tools and reporting template.
• Facilitation of certification process assessment through verification process and review of history of performance.
• Comprehensive report for STEPS on each organization that undergoes the certification for graduation process. The report should have clear recommendations for partners that have qualified for certification and follow-up activities for partners that have not qualified for certification.

Duration and Timing of the Assignment:

The assignment is planned to take place between September and October 2018. Final dates will be communicated to the selected consultant. The assignment will be held in Lilongwe, Blantyre, Chikwawa and Zomba in Malawi.

Qualifications:

• Masters Degree in social sciences or a discipline relevant disciplines
• Ten (10) years’ progressive international development experience with a focus on institutional capacity assessments.
• Previous experience in designing and facilitating organizational development certification processes, especially at the sub-national or community-level
• Knowledge of the Sub-Saharan Africa region; preferable of East and Southern Africa;
• Excellent analytical, and oral and written communications skills.
