Join our dynamic team at the Employment & Training (E&T) unit, where we oversee vital programs such as the Supplemental Nutrition Services Program (SNAP) E&T Programs, including SNAP Training and Employment Program (STEP) and Able-Bodied Adults without Dependents (ABAWD) Program.

    Summary of Duties

    As an Employment & Training Program Analyst (Operations & Policy Analyst 3) you will:

    • Assist Department managers in the development, analysis and implementation of SNAP E&T programs and services.
    • Administer, coordinate, and develop a variety of E&T service components which serve families who are living in poverty.
    • Develop program plans, policies, procedures, and policy-related materials that will contribute to participant and family self-sufficiency, meet federal and state requirements, legislative intent, budget limits, and department core values and principles.
    • Monitor performance, evaluate findings and prepare comprehensive reports and recommendations for Executive Staff.
    • Perform project management and complete legislative analyses.
    • Serve as a resource for coaching and training of local office staff to ensure the department's mission, goals and core values are met.
    • Be involved in significant collaboration with other agencies and provide technical assistance and recommendations to partner agencies.
    • Collaborate with program partner agencies and ODHS staff to answer questions and collect information on policy and program needs.
    • Review reports, data and budgets of partner organizations to provide technical assistance advice with regard to those functions that fall under the umbrella of the department’s program responsibility.

    Minimum Qualifications

    • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
      OR;
    • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

    • Demonstrated ability to analyze data, reports, case reviews, audit findings, and other information to identify patterns, issues, risks and opportunities.
    • Demonstrated ability to understand and evaluate how policies, processes, systems, and partnerships affect program operations and the experience of the people being served.
    • Experience using analytical tools, reports, spreadsheets, databases, tracking systems, or other technology to support analysis, program oversight, decision-making, or implementation.
    • Demonstrated ability to work effectively with people and organizations with different perspectives, priorities, and areas of expertise.
    • Demonstrated ability to identify opportunities for improvement and move beyond identifying problems to developing, implementing and evaluating solutions.
    • Demonstrated ability to move work from analysis and planning through implementation.

    Working Conditions

    • Your typical work schedule will be 8 a.m. – 5 p.m., Monday – Friday. Your hours of work may fluctuate based on service needs.
    • Additional work hours may be required occasionally, which is accrued as straight time only (this position is not eligible for overtime).   
    • This is a hybrid position. Majority of your work can be conducted with the option of in office or remotely with occasionally required travel.
    • You will have occasional in state travel for the purpose of connecting with partners and ODHS district leadership. On rare occasions, you may have overnight travel.
    • The ability to report to a local branch office may be required when training, business or operational needs are dependent on onsite activities.     • Regular contract with ODHS staff, partners, providers, interest holders, and customers in person and over the telephone. 
    • A valid driver’s license and acceptable driving record are required for this position. If no driver's license, must be able to provide alternate method of transportation. 

    Background Checks and Requirements

    • The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States.
