International Program Management Analyst

DigiFlight is seeking a International Program Management Analyst supporting International Apache (IA) within the Apache Attack Helicopter Project Management Office (AAH-PMO) based in the Huntsville, AL area. Candidates should have excellent program management, organizational, and communication skills with experience in Foreign Military Sales. An ideal candidate should have experience with Army Acquisition, be highly motivated, a self-starter, and be able to handle multiple tasks simultaneously.

Education and General Experience:

· A Bachelor’s degree is desired and a minimum of 13 years’ experience (an additional 4 years of relevant experience may be used in lieu of degree).

· Knowledge of Apache AH-64 attack helicopters and their systems, subsystems and components

· The ability to obtain and maintain a Secret security clearance is required.

Job Duties:

Qualified candidate will support the Apache PM International PD. Perform in the capacity of a Program Management Analyst for the Poland Foreign Military Sales (FMS) team. Develop Letters of Offer and Acceptance (LOA) in response to Letters of Request for the FMS partner. Assist in the total case management of FMS cases for the Apache platform. Perform Apache FMS case development and execution activities which include but are not limited to: Plan and coordinate requirements for Letter of Requests (LORs), Developing and tasking Price, Availability, and Serviceability data sheets, utilizing the Defense Security Assistance Management System (DSAMS) to develop LOAs, develop and coordinate long-range plans for international programs, utilizing the General Fund Enterprise Business System (GFEBS) to analyze program financials, and executing financial requirements. Perform Apache FMS case sustainment activities which include but are not limited to: resolving Requests for Information, tracking the shipment of Apache FMS equipment and resolving shipping problems, coordinating and attending Program Management Reviews (PMRs), and coordinating FMS Apache and other equipment training and Quality Assurance Team inspections. The person will know how to utilize MS office software package. This person must be able to coordinate briefings/presentations and agendas that are necessary to perform programmatic support to the Apache International PD. Shall analyze and integrate data from AAH PMO meetings, briefings, working groups, conferences, and program reviews by tracking internal actions and coordinating with the AAH divisions and product offices in providing responses/feedback to resolve program management, planning, and integrations issues. Candidate should demonstrate the ability to quickly grasp, understand and interpret key aspects of Army International programs. Candidate should also be able to communicate, advise and help formulate solutions to senior Government leadership and work in a fast-paced, rapidly changing team environment, reacting quickly to changing requirements and schedules. Support FMS Case actions through reviewing and analyzing financial and logistical systems/databases such as DSAMS, PBAS, SOMARDS, LMP, MOCAS, FEDLOG, PADDS, CISIL, GFEBS, SCIP, and IMPART.
