Technical Expert SME

Key Responsibilities

• Provide FBI National Security program subject matter expertise (SME) to support a diverse range of counterintelligence, counterterrorism, TSC, and WMDD programs that includes, but is not limited to, FISA data and policy, electronic Woods capabilities, National Security Letter requirements, Attorney General Exemptions.
• Support national security system development, including FISA, NSL, NDRR system project management, FISA user requirements gathering, NSL system design, complex data conversion, documentation, training, and deployment.
• Develop and support a plan for implementing customer experience strategy including training, stakeholder communications, designing to collect, analyze, and report customer feedback.
• Produce national security business and functional documentation for the FBI’s FISA system, legal process applications, Sentinel requirements, intelligence collection applications, that includes but is not limited to user stories, acceptance criteria, use cases, concepts of operation, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and standard operating procedures.
• Develop and provide best practices for NSB information technology and data integration efforts.
• Coordinate and communicate project plan and milestones to ensure timely and quality completion of delivery. Coordinate all aspects of software delivery and operations across multiple divisions and units. Assist project manager in developing a schedule, assigning resources to tasks and tracking progress using Microsoft Project.
• Conduct complex analyses and studies related to IT data requirements, FBI National Security business process reengineering, business continuity, performance, benchmarking with like-activities, and new technology assessments.
• Meet with the Department of Justice, FBI headquarters and field office stakeholders to provide SME support for National Security data, policy, user requirements and program implementation for complex FBI IT capabilities and systems.
• Prepare and conduct technical/policy reports and briefings.
• Identify performance gaps and lessons learned.
• Analyze program and policy effectiveness.
• Analyzing new or proposed national security legislation or regulations to determine impact on FBI NSB missions, strategic goals, objectives and priorities.
• Develop presentation materials for executive-level briefings to explain program, status, issues, requirements, justification, and impact of proposed resourcing.

• Provide expert guidance, technical support, and troubleshooting assistance regarding NSB’s Technical Bridge applications (FISA, NSLs, NDRRs, etc.) as well as other proprietary applications to clients via phone, email, in-person and by remote access tools.

Required Qualifications

• Bachelor’s degree from an accredited college or university in Engineering, Computer Science, Communications, Business, Finance, or other related analytical, scientific, or data-based Bachelors of Science degree.
• Top Secret clearance required with SCI/CI Poly eligibility.

Required Technical Experience

• Minimum 15 years of experience working in U.S. National Security, intelligence, defense, or law enforcement communities.
• Minimum 10 years experience using U.S. National Security systems.
• Minimum 8 years experience with U.S. Intelligence Community (IC) mission sets, FISA policy, and case management.
• Minimum 8 years experience successfully leading, planning, initiating, coordinating, and executing special projects and programs of varying scope and complexity.
• Minimum 8 years experience and understanding how stakeholders in the field use various enterprise systems and applications.
• Minimum 8 years experience evaluating policy, data, and systems and advising regarding options for improvements or change.
• Minimum 8 years experience implementing corrective actions.
• Minimum 8 years experience translating and communicating complex subject matter between technical and non-technical audiences.
• Minimum 8 years experience using MS Word, PowerPoint, Excel, Power BI, and SharePoint.
• Minimum 10 years experience in writing and presenting oral briefs and presentations.
• Minimum 10 years experience displaying poise, tact, and diplomacy with all levels of staff and stakeholders.

Preferred Technical Experience

• Minimum 10 years of experience working in U.S. national security and intelligence communities.
• Min. 10 years’ experience using national security systems to include by not limited to FISAMS, Sentinel, and DIVS.
• Minimum 10 years experience with IC mission sets, FISA policy, and case management.

• Minimum 10 years experience supporting FBI national security missions/operations, USIC functions, roles, and/or components, including the intelligence cycle.
• Minimum 8 years experience working in a federal-interagency environment, including collaboration with multiple U.S. government departments and agencies on joint programs.
• Minimum 8 years experience briefing executive-level audiences.
