Clerk - Procurement

• Ensures Center purchases are cost effective and in compliance with government policies.
• Purchases are made in a reasonable time frame for efficient Center operation.
• Review each purchase document.
• Ensures that procurement is in accordance with Federal Acquisition Regulations, DOL Acquisition Standards, OMB Circulars, and Executive Orders.
• Procurement is in accordance with the Res-Care Procurement Operations Manual.
• Maintain working library on rules and regulations for sub-contracting, property compliance, and equipment purchasing.
• Uses the Small Business Administration as a prime source for locating new vendors.
• Ensure that Center goals for using small, woman owned, small disadvantage and hub zone businesses are met.
• Verifies that new vendor is financially sound with an ability and good reputation for supplying materials and /or services.
• Create and maintain database of business supplies and vendors using on-line sources.
• Maintains purchase order files with documentation as required.
• Ensures that records are archived as required.
• Clearly communicates and consistently models appropriate CSS and employability skills.
• Maintains accountability of staff, students, and property.
• Adheres to safety practices in all areas of responsibility.
• Fosters and sustains a conducive environment at the center, ensuring it remains free from harassment, intimidation, and disrespect, thereby ensuring a safe space for both staff and students to engage in work and learning.
• Attends all required staff training opportunities.

• High School Diploma or equivalent.
• One year experience preferred.
• Experience working with youth.
• A valid driver’s license in the state of employment with an acceptable driving record
