We offer a competitive salary for this role, with an expected range of $81,700-$103,500 per year. The final offer will depend on your experience, skills, and overall qualifications. This position reports directly to the Facility Security Officer. The Industrial Security Key Management Infrastructure / Communications Security (KMI/COMSEC) Manager is responsible for the accurate and efficient management of BIW’s COMSEC and KMI program. Applicants must have a valid and active Top Secret (TS) clearance with the DoD. Operating under the BIW Business Operating System (BOS), the Industrial Security Specialist ensures compliance with safety, quality, and performance standards while coordinating with other key stakeholders to meet overall milestones.
Key Responsibilities
Safety Leadership:
- Ensure secure handling, storage, and safeguarding of Controlled Cryptographic Items (CCI) and keying material in accordance with NSA and DoD standards.
- Promote adherence to secure operational practices and participate in incident response actions involving COMSEC spills, losses, or compromises.
Project Execution:
- Serve as BIW’s primary COMSEC Account Manager with accountability for all COMSEC inventory, audits, reconciliations, and regulatory inspections.
- Manage key ordering, destruction, distribution, and transfer activities while ensuring full compliance with applicable COMSEC policies.
- Support implementation and management of electronic key delivery systems and modern cryptographic platforms.
Training and Development:
- Train alternate COMSEC custodians and U.S. Navy personnel on key handling, emergency destruction procedures, reporting requirements, and account management processes.
Team Collaboration and Communication:
- Coordinate with program managers and maintain strong working relationships with DCSA, NAVSEA, SUPSHIP, and other relevant stakeholders.
- Communicate account status, audit findings, and compliance needs clearly to internal and external partners.
Continuous Improvement:
- Identify opportunities to modernize key distribution, improve compliance processes, and enhance secure storage and tracking systems.
- Recommend and implement process improvements that align with BIW BOS efficiency and quality goals.
Required/Preferred Education/Training
- High School Diploma or GED required.
- An active DoD Top Secret Clearance is required.
- KMI/COMSEC Certification preferred.
- Security+ Certification preferred.
Required/Preferred Experience
- Must be able to obtain and maintain a final Top Secret clearance.
- Prior experience in Industrial Security and handling controlled/classified information—particularly COMSEC—preferred.
- Working knowledge of the National Industrial Security Program Operations Manual (NISPOM) preferred.
