    FELLOW, TECHNOLOGY POLICY

    The German Marshall Fund of the United States (GMF) seeks a Fellow to advance the organization’s work on technology policy, innovation, and transatlantic cooperation. This position will strengthen GMF’s leadership on the policy, economic, and geopolitical implications of emerging technologies and the role of technology in shaping democratic resilience, competitiveness, and security. This position can be based in any location where GMF operates (Washington, Brussels, Berlin, Paris, Warsaw, Bucharest, Belgrade, Ankara, London, Madrid, Barcelona).

    Position Description

    The Fellow will be a recognized expert on technology policy with a record of analysis, thought leadership, convening, and public engagement. The successful candidate will combine substantive expertise on technology-related issues with an ability to translate complex developments into actionable insights for policymakers, business leaders, and other stakeholders. The individual will possess a strong network across the technology ecosystem, including government officials, technology companies, investors, researchers, civil society organizations, and academic institutions in the United States, Europe, and other key partner countries.

    The Fellow will conduct original research and analysis on issues related to technology, innovation, and competitiveness, including artificial intelligence, digital governance, cybersecurity, data policy, emerging technologies, technology standards, digital infrastructure, platform regulation, semiconductors, innovation ecosystems, defense technology, and the broader intersection of technology and geopolitics. The Fellow will help identify emerging trends, assess their implications for transatlantic cooperation, and develop practical policy recommendations.

    The Fellow will author publications, policy briefs, commentary, and thought leadership pieces for a variety of audiences. The Fellow will represent GMF at conferences, workshops, media engagements, and private dialogues and will serve as a visible voice in transatlantic technology policy discussions.

    A central responsibility for the position will be identifying the most significant technology issues for the transatlantic community and developing solutions and actionable recommendations. The Fellow will convene and moderate discussions that bring together policymakers, business leaders, technologists, researchers, and civil society representatives to address shared challenges and opportunities. The Fellow will work closely with colleagues across GMF’s Technology Program, Innovation and Competitiveness team, and broader institutional network to develop collaborative research, events, and policy initiatives.

    The position also includes responsibility for developing and managing externally funded projects, cultivating relationships with donors and strategic partners, and contributing to fundraising efforts that support GMF’s technology portfolio. Working closely with program leadership, the Fellow will help identify new opportunities for growth and strengthen GMF’s role as a leading transatlantic institution on technology policy and innovation.

    The ideal candidate will possess a strong record of achievement in technology policy, digital affairs, innovation, national security, international economics, or a related field. Candidates may come from government, industry, academia, think tanks, civil society organizations, or a combination thereof. Experience working in both the United States and Europe, or deep knowledge of the US and European tech ecosystems, would be greatly valued. The successful candidate will demonstrate intellectual curiosity, policy relevance, excellent communication skills, and a collaborative approach to advancing GMF’s mission.

    The Fellow will embody GMF’s commitment to rigorous, nonpartisan analysis and practical impact, helping advance democratic approaches to technology governance and strengthening transatlantic cooperation on the technological issues that will shape the coming decades.
