    Job description

    Primary Responsibility:

    The Human Services Director should have a firm understanding of Code of Colorado Regulations (CCR) and Colorado Revised Statute (CRS) regarding Human Services programs. The ideal candidate will be certified as a child welfare supervisor by the state of Colorado and have an understanding of adult protection requirements. The Human Services Director delegates and manages the tactical and strategic planning of the Human Services programs and other services for Gilpin County.  The Director shall assess community needs and, based on the identified needs, the Director continues, modifies, or creates systems and services appropriate to Gilpin County.  The Human Services Director adheres to all applicable local, state and federal regulations, laws and procedures.

    Supervised by: County Manager, acting on behalf of the County Board of Human Services [the Board of County Commissioners]

    Supervises:  Human Services Staff, Senior Services staff, Veterans Officer, Food Pantry staff

    Salary Range: E8 $107,463 - $154,151 per year

    Hiring Range: $107,463 - $130,807 per year DOQ

    Classification: Exempt

    General Duties

    • Develops, interprets, and implements policies and programs of the department which include but are not limited to: child welfare, family services, adult protection, Temporary Assistance for Needy Families (TANF), Medicaid, Food Benefits, Aid to Needy Disabled (AND), Old Age Pension (OAP), Child Support Services (CSS), Emergency Assistance, Senior Services, Veteran’s services, Colorado Child Care Assistance Program (CCCAP), administrative support and other programs which receive allocations or grants from federal and state regulated funding sources. Follows and monitors all program requirement for compliance and implements changes as necessary.
    • Prepares, negotiates, and implements contracts, Memorandum of Understanding and Memorandum of Agreement with other agencies, Departments of Human Services, coalitions and individuals.  Presents proposals to the Board of Human Services. Prepares request for proposals as needed.  Evaluates and processes awards/contracts/Memoranda with the Board of Human Services.
    • Develops the long- and short-range plans for the Department including predicting changes in revenues, expenses, caseload, shifts and respective impacts. Assess for environment and needs of the community. Negotiates with the State Department of Human Services, actively engaging in meetings with other County Human Services Directors concerning county human services changes, responsibilities and needs. 
    • Monitors and reviews State and federal laws and regulations and assesses impact to the County. Prepares recommendations for the Board of County Commissioners.
    • Updates and makes recommendations to the Human Services Board regarding any changes in budget and policy based on state, federal, laws, rules and regulations.
    • Prepares and presents reports to the Board of Human Services and County Manager as required.
    • Seeks grants and other funding sources to improve and expand services for citizens.
    • Fosters cooperation with other agencies, officials and the public in providing appropriate services for Human Services residents in the community.  Assures participation in community organizations to effectively achieve collaboration between Human Services and others to provide a broad range of services.
    • Participates in District Directors’ and County Human Services Directors Association (CHSDA) meetings and select subgroups/committees as necessary.
    • Serves as liaison with Colorado Department of Human Services (CDHS), State Department of Health Care Policy and Finance (HCPF), other County departments, cities, regional groups, programs/projects and agencies regarding human service issues.
    • Meets regularly or designates a staff person to attend relevant boards and committees to Gilpin County.
    • Maintains and enhances professional knowledge, skills and development by attending seminars and training programs, and by reading professional journals and publications.
    • In conjunction with the Emergency Preparedness Director, works with local institutions to provide Emergency Support Function-6 (ESF-6), to provide mass care for citizens if needed during a major disaster or emergency and provide trained staff to support mass care needs.

    General Supervisory Duties

    • Oversees supervisory responsibility in accordance with all County policies, procedures and applicable laws including State Department rules and regulations.  Works with staff to interview, hire, train, discipline, assign and directs work; evaluates and coaches’ employees in the accomplishment of their duties and professional growth.
    • Works with representatives of the State Offices and VOA to develop and operate human services, veterans and senior programs within the County.  Attends and prepares for periodic audits with Colorado Works, Food Assistance, Child Welfare, VOA, and Child Care for compliance.  Submits required reports.  Submits corrective action plans as necessary.  Writes and submits required program plans for the Department—TANF, Child Care, Core – as required by each program within CDHS.

    PROGRAMS / AREAS OF RESPONSIBILITY

    Child Welfare & Adult Protection

    Responsible for the direction and delivery of required child welfare and adult protection services in the county through the following methods:

    • Direct supervision of child welfare and adult protection caseworkers in the hotline, referral, assessment and on-going services for at-risk adults and families experiencing child maltreatment and/or youth in conflict issues in the county. Works with child welfare and adult protection reports to review all referrals and support and direct the department’s involvement in alignment with state rules and regulations.
    • Works in collaboration with the Child Welfare/Adult Protection Manager to provide the following:

    · Consults with collaterals (including community members, law enforcement, schools, relatives, etc.) in case determination.

    · Approves all correspondence, court reports, Trails entry and other written work of the caseworkers.

    · Assures compliance with federal and state statutes and rules in the provision of child welfare and adult protection services.

    · Trains casework staff in policies and procedures relative to child welfare and adult protection work.  Develops and implements policies in relation to all aspects of child welfare and adult protection services, as required by the State.

    · Responsible for reviewing the after hours on-call schedule.

    · Provides supervisory and direct casework intervention during these hours as needed.

    · Directly provides casework services to at-risk adults and families at the referral, assessment and on-going stage. Responsible for subsidized adoption caseload and negotiations of subsidy.  Writes reviews and submits court reports, provides testimony, supervises visitation/reunification efforts, etc.  Covers for casework manager in his/her absence.

    Community Benefit’s Programs

    Meets with the Community Benefits Manager to assure all program areas are following the rules and regulations to meet the needs of county residence in the following:

    • Training in all state required computer systems is completed timely and adequately.  Fraud activities and case management principles are being followed according to rules and regulations.
    • Oversees and problem-solves difficult cases in regards to types of benefits (i.e., diversion vs. basic cash, etc).
    • Reviews Individual Responsibility Plans for TANF recipients to ascertain that they are complete and address the goals and challenges of the client.
    • Distributes information from the State in regards to CBMS and other systems.  Requests information from staff in regards to usability of CBMS, fixes to system, etc. on an on-going basis.
    • Prepares for state reviews in different program areas.
    • Prepares for and attends administrative law judicial (ALJ) reviews for appeals.
    • Attends meeting and communicates with HCPF, Economic Security, Department of Early Childhood, and Child Support Services state staff to report issues and stay current on changes to programs.
    • Prepares and reviews yearly plans for different program areas. Creates required plans, MOU’s, incentive contracts, etc. in a timely manner.

    Human Services Fiscal, Allocations and Budgets

    • Monthly review of the allocation for all state funded programs. Monitors State and Federal funding sources and keeps Board of Human Services informed of any pending changes.
    • Review, and complete fiscal agreements for all state and federally funded programs.
    • Close out state fiscal year budget and request additional funding from county and state if needed.
    • Prepares and assists with all financial reviews and audits.
    • Review and approve weekly warrants for human services expenses. Assists in correct program coding and allocation for various expenditures in the Department.
    • In association with the County Manager, Finance Director, Accounting Specialist and State Department of Human Services, prepares and administers the department budget including collecting, organizing and researching budget material.
    • Controls expenditures of the annual budget appropriation for up to four consecutive fiscal years.  Brings critical budget issues to the County Manager for discussion.  Presents final county budget to Board of County Commissioners in conjunction with the Finance Director for approval.
    • Oversees payments to recipients and other institutions that provide mandated and optional services to County residents.

    Veterans Services

    • Supervises Veterans Officer in regards to the provision of services in the County.
    • Assists Veterans Officer in determining contacts, services and collaterals in the County in order to provide necessary social services.

    Senior Services

    • Supervises Senior Services Coordinator to make decisions on use of resources, program development and staffing.
    • Meets with and contracts with representatives of Volunteers of America, State Nutrition Program staff and others in order to facilitate and assure services in the County.
    • Reviews monthly reports and other correspondence of the program to assure accuracy.

    Additional Job Duties

    • Performs other appropriate functions as assigned by the County Manager and/or Board of Human Services and any duties needed to stabilize an emergency situation.

    Qualifications:

    Education:

    • Master’s degree in social work, public administration, business administration or other closely related human services or behavioral health field or any equivalent combination of education and training that would provide the required knowledge and skills to perform the job.

    Working knowledge of:

    • Principles and practices of social casework, social welfare administration, social work research and community, social and health resources.
    • Policies, procedures, philosophies, rules and regulations governing the services to clients.
    • All applicable state, federal and local laws, rules and regulations.
    • Child protection, youth and delinquency.
    • Behavioral health, developmental delays, and developmental disabilities.
    • Case management, crisis intervention, therapeutic intervention and counseling techniques.
    • Administrative principles and practices, including goal setting, program budget    development and implementation, and project management.

    Ability to:

    • Accurately and effectively communicate and listen to information that is necessary to accomplish goals and objectives, including effective written and oral skills.
    • Provide clear and transparent information to keep all parties informed as needed.
    • Recognize, assess and analyze a variety of issues and make effective recommendations for solutions.
    • Speak effectively before groups of employees and public groups and respond to questions.
    • Organize work, set priorities, meet critical deadlines and follow up on assignments with  minimum direction.
    • Understand, interpret, and communicate complicated policies, procedures and protocols.
    • Prepare and monitor grants and budgets; ability to monitor contracts and Memorandums of Understanding and Memorandums of Agreement.
    • Plan, organize, assign, direct, motivate, review and evaluate the work of staff, and provide for their training and professional development.
    • Develop and maintain effective working relationships with employees, elected officials, the public and other agencies.
    • Prepare and monitor grants and budgets.
    • Knowledge of and ability to research, compile, and summarize a variety of informational and statistical data and materials; prepare clear and concise reports, correspondence and other written materials.
    • Possess strong organizational leadership abilities and demonstrate skill in administration, personnel, team building and finance.
    • Must pass pre-employment screening including child welfare system, traffic and criminal

    Certifications:

    • Must have a valid Colorado Driver’s License without any restriction due to driving record.
    • Must possess FEMA ICS 100 and 700 certifications within six (6) months of employment.
    • Must possess FEMA ICS 200 and 800 certifications withing 1 year of employment.
    • Certification or the ability to be certified at a Child Welfare Supervisor level.

    Experience and Work Ethic

    1. Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by Gilpin County may be substituted for the requirements above.
    2. Bilingual Spanish skills preferred but not required.

    Environment/Physical Requirements:

    • Ability to frequently sit and use hands to finger, handle, or feel and is occasionally required to reach with hands and arms.
    • Occasionally lift, carry, pull, or push up to 10 lbs.
    • Occasionally stoop, kneel, balance, reach, crawl and crouch while performing office duties.
    • Perform without additional assistance, all physical movements necessary for office administration and management.
    • Possesses verbal and auditory capacity enabling interpersonal communication as well as communication through automated devices such as the telephone.
    • Constant use of eye, hand, and finger coordination enabling the use of automated office machinery.
    • Ability to work in a number of different software programs, along with state and county computer systems.
    • The noise level in the work environment is usually quiet.
    • Encounters highly stressful situations on a daily basis.

    Experience:

    • Five years of progressively responsible management experience in human services program, public administration or related field required.
