    Job Description

    Labor and Employment Professional

    Wage & Hour/Payroll Compliance

    Lewisville Texas - Hybrid

The Legal Department is seeking an experienced wage-and-hour and payroll compliance leader to report to the Assistant General Counsel, Labor & Employment. This role will provide enterprise-wide leadership for the assessment, design, and implementation of compliant pay practices across GMR’s complex, matrixed organization and large frontline workforce. The position will manage significant compliance initiatives, communicate effectively with employees and leaders at every level of the organization, and help ensure that GMR’s pay practices support the nationwide delivery of high-quality healthcare services.

The successful candidate will combine deep knowledge of federal, state, and local wage-and-hour requirements with a practical understanding of payroll operations, timekeeping systems, compensation practices, and compliance controls. A law degree and legal experience are valued but not required; equally strong candidates may come from senior payroll compliance, wage-and-hour consulting, audit, or related operational backgrounds.

    Key Responsibilities

    • Serve as the Legal Department’s subject-matter leader for wage-and-hour and payroll compliance, translating legal requirements into practical, scalable business processes.
    • Design, lead, and document risk-based audits of payroll, timekeeping, compensation, premium pay, overtime, meal and rest periods, deductions, final pay, wage statements, and related pay practices.
    • Analyze payroll and timekeeping data to identify trends, control gaps, root causes, and populations requiring corrective action.
    • Develop remediation plans, prioritize risk, assign accountability, and partner with stakeholders to implement and sustain corrective measures.
    • Advise Payroll, Human Resources, Finance, Operations, and business leaders on federal, state, and local wage-and-hour requirements and their operational impact.
    • Build and maintain an enterprise payroll compliance framework, including policies, controls, governance routines, escalation protocols, and monitoring standards.
    • Partner with business and technology teams on payroll and timekeeping system implementations, integrations, acquisitions, and process changes to embed compliance by design.
    • Assess wage-and-hour implications of compensation programs, scheduling practices, collective bargaining agreements, benefits administration, and workforce initiatives.
    • Monitor legislative, regulatory, and enforcement developments and provide timely, practical guidance to affected stakeholders.
    • Prepare concise reports and recommendations for Legal and executive leadership regarding risks, audit findings, remediation status, and emerging priorities.
    • Provide disciplined project management for significant wage-and-hour and payroll compliance efforts, including defining scope, workstreams, milestones, dependencies, resources, decision points, risk escalation, and measures of sustainable completion.
    • Develop and deliver training for Payroll, Human Resources, Operations, and leaders responsible for pay-related decisions and processes.
    • Play a key role in wage-and-hour investigations, agency matters, and litigation by supporting legal strategy, factual development, data analysis, discovery, remediation, and outside counsel management, as appropriate.
    • Partner with Human Resources, Payroll, Operations, and Communications to strengthen employee understanding of pay practices, address recurring concerns, and support employee trust and engagement.

    Required Qualifications

    • Experience in wage-and-hour compliance, payroll compliance, employment law, payroll operations, audit, or a closely related field.
    • Deep working knowledge of federal wage-and-hour law and experience addressing complex state and local pay requirements.
    • Demonstrated ability to audit payroll and timekeeping practices, analyze data, identify root causes, and drive corrective action through completion.
    • Strong understanding of payroll processes, timekeeping systems, compensation practices, and internal controls.
    • Proven ability to lead and project-manage significant cross-functional compliance initiatives, establish clear governance and accountability, and influence stakeholders at multiple levels in a complex, matrixed organization.
    • Sound judgment and the ability to convert legal, regulatory, and operational requirements into practical business solutions.

    Preferred Qualifications

    • Juris Doctor and admission to practice law in at least one U.S. jurisdiction; a law degree is preferred but not required.
    • Experience in a senior payroll compliance, wage-and-hour advisory, employment counsel, internal audit, or consulting role.
    • Experience with large-scale payroll or timekeeping systems, data analytics, control testing, or compliance monitoring.
    • Experience in healthcare, emergency medical services, transportation, or another highly regulated, multi-state operating environment.
