Summary:
As a part of the Goldbelt Glacier Team, you will be supporting the Naval Logistics Command with medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries designated by the Government. As a HealthCare Worker (HCW), you will be assigned to either a Military Treatment Facility (MTF) or other Federal medical treatment facilities in Japan.
We welcome applications from all qualified candidates; however, individuals currently residing in Japan will receive priority consideration.
Essential Job Functions:
Draft schedules are created approximately four weeks in advance and finalized approximately two weeks before the start of the period. The schedule is managed by schedulers appointed by flight leadership. Any changes to the finalized schedule must be approved IAW OI 46-06. Schedules are posted in two locations: a physical in-office posting and through the Signal group chat.
All leave and time-off requests must be submitted IAW the OI and are subject to approval based on mission and staffing needs.
HCW may request up to fourteen (14) consecutive days off. Any request for an approved absence exceeding fourteen (14) consecutive days requires additional approval from the Squadron Commander.
Submission. The completed timesheet, signed by FRED as monthly confirmation, must be submitted by FRED to the COR within three business days of the following month.
For any scheduled shift missed due to an approved absence, the HCW shall not record arrival or departure times. The scheduled shift line on the physical paper sign-in sheet shall be annotated as "APPROVED ABSENCE – NON-BILLABLE" by the Ward/Unit Supervisor or designated Government representative.
On-Call. Reserved.
As part of the HCW’s normal hour of duty, service will be required on the day of observance of Federal holidays and Non-Duty Days/Closures. Refer to OI 46-06.
Non-Duty Days/Closures. Due to the 24-hour operation of the Labor and Delivery Unit, if the commander determines the base is closed due to snow, hurricane, or acts of God for non-essential personnel, the unit remains open and the HCW is still expected to show for work unless physically unable to travel to the assigned duty location. If unable to make it to work, the HCW shall annotate their time sheet as such and notify the supervisor and charge nurse that they are unable to report to work. Such occurrences are not billable to the government. The contractor shall only invoice for actual hours worked. Under no circumstance will the government be liable for hours not worked as a result of base closure or excusal from duty by the commander, regardless of the reason (emergency or otherwise).
MTF Closures for Pacific Air Forces (PACAF) Family Days or Wing Down Days.
IAW IDIQ PWS paragraph C.3.2.13, the COR or designee shall notify the contractor/HCW fourteen (14) calendar days prior the family day if MTF facility will be closed. If the MTF facility is open for patient care, HCW should report to work as scheduled. If the MTF facility is closed for patient care, HCW shall not report to the MTF. Alternate work sites are not approved. If the MTF facility is closed, these days are considered non-billable to the Government. Historically there are ten (10) PACAF Family Days annually.
Absences:
Preplanned Excused: A Preplanned Excused Absence is an authorized, pre-approved period of time during which the HCW is permitted to be absent from a scheduled shift or required assignment without incurring contractual penalty or disciplinary action.
Submission Timeline: Follow the guidance in OI 46-06.
Unplanned / Emergent / Excused Absences
Non-prearranged absences resulting from illness, medical emergencies, or unforeseen events that satisfy established notification and contractor substantiation requirements
Notification Requirements: The Healthcare Worker (HCW) or Contractor representative shall notify the FRED and Charge Nurse at least two (2) hours prior to the scheduled shift start time. In cases of sudden acute illness or emergency where two hours notice is impossible, notification shall be provided immediately upon occurrence prior to the shift start.
Substantiation & Government Verification: For an absence of three (3) or more consecutive scheduled shifts, the Contractor—as the employing entity—shall obtain and maintain underlying medical substantiation in accordance with applicable employment laws and privacy standards. The Contractor shall provide formal written certification of the excused absence to the Contracting Officer’s Representative (COR) upon request.
Request Offs (RO): HCWs may submit ROs IAW OI 46-06. RO days represent non-work preference requests and are not guaranteed. A maximum of two (2) days off (scheduled days off or Request Off days) may be taken immediately before, after, or surrounding an approved excused absence period, mission permitting.
Unexcused: Any absence lacking timely notification, required documentation, or supervisor pre-authorization is classified as unexcused/unauthorized. All unexcused absences shall result in formal escalation.
Duties:
The Healthcare Worker (HCW) will participate in an initial one week facility and unit-specific orientation (Monday through Friday, 0600–1400, with flexible scheduling as required to complete core clinical exposures including one delivery, one discharge, one outpatient intake, and one triage event, when possible per patient census). The designated unit orientation checklist and competency assessments must be completed and validated by the unit Charge Nurse / Clinical Preceptor within this one -week timeframe.
During the initial 30-day performance assessment period (comprising the one-week orientation and the subsequent two weeks of independent practice), the HCW's performance will be monitored for compliance with PWS standards, clinical competency, and patient safety protocols. Any failure to meet contract performance standards will be documented and forwarded through the Contracting Officer’s Representative (COR) to the Contractor for corrective action or replacement.
Coordinates patient care through a continuum and facilitates the achievement of high quality, safe and cost-effective care.
Participates in the orientation and training of newly assigned personnel, as appropriate.
Ensures compliance with standards of care and practice in accordance with all established Unit Operating Instructions (which follow national guidance from AWHONN, American College of Obstetricians and Gynecologists (ACOG) and the American Academy of Pediatrics (AAP), Medical Group Instructions, and Air Force Instructions used in the medical treatment facility. Provides care within ethical and legal boundaries.
Provides appropriate patient assessment skills.
Accountable for making patient care assignments based on the scope of practice and skill level utilizing the nursing process as a basis for professional practice.
Sets up, operates, and monitors specialized medical equipment such as IV infusion pumps, PCA pumps, vital sign machines, electronic fetal monitoring, cardiac monitoring devices, EKG units, oxygen analyzers, nebulizers, ultrasound, emergency transport and other unit-specific equipment.
Recognizes adverse signs and symptoms and reacts quickly in emergency situations.
Makes referral appointments and arranges specialty care, as applicable.
Completes orientation and competency verification programs in accordance with unit guidelines.
Serves and participates in committees, functions and other meetings as directed. Provides relevant and timely information to these groups, and assists with decision making and process improvement. Participates in customer service initiatives and medical readiness activities designed to enhance health services.
Performs sterile vaginal examinations, speculum examinations, and diagnostic procedures via electronic fetal monitoring and tocometer.
Prepares patients for surgery, ultrasound, amniocentesis, or other prescribed medical procedures.
Provides critical care and evaluation of patients.
Develops nursing care plans, performs care as outlined in clinical pathways, and standing order sets.
Provides and documents individual and family education.
Prepares sterile supplies, non-sterile supplies, and ensures required equipment is present and ready for use.
Adjusts equipment as required. Reports all problems to the Charge Nurse and works with maintenance service technicians to address problems.
Check the operating parameters of the equipment each time before the equipment is used.
Develop and monitor quality improvement programs with peer reviews, staff education, chart reviews, and statistics.
Performs telephone consults, triage, and other necessary administrative tasks as required,
Maintain knowledge of how to provide nursing care from a multi-disciplinary continuum, from normal physiological changes to a wide variety of disease processes that may complicate the ante-partum, intra-partum or postpartum stages of pregnancy, the immediate care of the newborn and have a varied knowledge in women’s health issues and the physiological changes in the normal life cycle.
Maintain knowledge of the variety of pharmacological agents used in patient treatment, the desired effects, side effects, and complications of their use as well as the accurate administration of the pharmacologic agent, including dosage calculations as required.
Maintain knowledge of the administrative requirements for proper documentation of patient’s condition including disease progress, acknowledgement of teaching, and follow up care.
Maintain knowledge of computer operations and proficiency in the use of basic word processing, data entry and automated medical records.
Maintain knowledge of effective communication and collaboration with the health care team, both in oral and written form.
Maintain knowledge of synthesizing data from a variety of sources to make appropriate clinical decisions.
Documentation. The general scope of work under this contract includes performing services in the following patient care areas: Antepartum Labor & Delivery Postpartum Neonatal via Rooming-In or Nursery Obstetric Triage

Provide nursing care to routine and high-risk Obstetrical patients including newborns during the transition period within assigned inpatient unit based on relevant specialty care standards.
Establish priorities of patient care based on triage, nursing diagnosis, essential patient needs and outcomes.
Collaborate with multi-disciplinary team in assessing the effectiveness of existing therapies and interventions for patients with illnesses, their families and significant others.
Apply understanding and operation of specialty equipment. Maintain a safe patient care environment. Monitor and troubleshoot equipment assuring appropriate patient response. Provide intervention when indicated.
Ensure upkeep, perform checks and maintain appropriate logs of medical equipment.
Administer medications and IV therapy employing knowledge of pharmacological agents and blood/blood components, their indications, routes of administration, expected actions and potential side effects, as related to specific patient population served. Manage complex central and peripheral intravenous lines/infusions.
Provide recovery care for post-anesthesia patients following C-Sections, cerclage, tubal ligations, and spontaneous pregnancy loss.
Serve as a patient advocate and maintain patient’s right to confidentiality. Assist patients, families, and significant others in identifying limitations.
Provide telephone advice based on clinical knowledge and accepted standards. Assist as needed in accessing appropriate ambulatory/emergency care for beneficiaries.
Consult and work collaboratively with social work and other ancillary services at the medical center and in the community to aid patients in maintaining independence, dignity, and quality of life.
Evaluate effectiveness of own performance.
Contribute to health care system and support clinical environment resulting in quality services and positive patient outcomes.
Assist management and staff to develop and implement standards of care in keeping with unit and command’s strategic patient care goals.
Demonstrate clinical expertise and independent practice necessary to function as a resource for medical and nursing personnel and mentor to staff. Provide clinical consultation and participate in problem-solving efforts of nursing staff, medical staff and other disciplines.
Conduct and participate in patient bedside rounds with care team, patient care conferences and discharge planning.
Assess and address the learning needs of patients and families, as well as, cultural and spiritual needs, individualizing each plan of care to meet patients’ specific needs.
Participate in formal patient education and development of patient education materials.
Monitor patient responses to medications/procedures/treatments and provide timely, accurate, and concise documentation, manually and/or by use of computer.
Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events.
Assist in the development, application and monitoring of clinical pathways as directed by the government.
Assist with the development of programs that comply with all regulatory agencies and Joint Commission requirements with a focus on CI, professional practice, and patient care/teaching.
