    What you will do

    The Department of Transportation and Infrastructure is seeking an individual to join the Property Services Branch as a Property Manager, Valuation and Administration.

    The successful candidate will play a key role in supporting the Department's real property disposal program by leading the appraisal and valuation function for surplus provincial properties.  The position will be responsible for developing, implementing and continuously improving appraisal processes and standards to support informed decision-making and ensure consistency across the Property Management and Sales Unit.

    Reporting to the Acting Assistant Director, the successful candidate will be responsible for the following:

    • managing the appraisal process for surplus provincial properties, including determining valuation requirements, completing and coordinating appraisal assignments, and monitoring timelines to support property disposal initiatives; 

    • developing, implementing and maintaining appraisal policies, procedures and best practices to ensure consistency, efficiency and compliance with the Canadian Uniform Standards of Professional Appraisal Practice (CUSPAP); 

    • reviewing and analyzing appraisal reports prepared by third-party consultants to ensure accuracy, completeness, reasonableness and compliance with CUSPAP and departmental requirements;

    • providing professional advice and recommendations on real estate valuation matters to senior management, internal stakeholders and other government departments to support strategic decision-making; 

    • preparing valuation analyses, briefing materials, proposals, and recommendations related to the disposal of provincial real property;

    • managing Requests for Proposals (RFPs) and purchase and sale contracts for the development of properties, including evaluating proposals and ensuring contractual obligations are met; 

    • conducting market research and analysis to identify real estate trends and provide expert advice on property values and disposal strategies; 

    • ensuring a high degree of confidentiality while working within applicable legislation, government policies and local government requirements;

    • identifying opportunities to improve appraisal processes, business practices and service delivery within the Property Management and Sales unit.

    Work environment:

    • Office location:  440 King Street, Fredericton.

    • Open office layout.

    • Standard hours of work:  Monday – Friday.

    Essential Qualifications:

    • University Degree preferably in Business Administration; Commerce or Engineering (Science) as well as hold an Accredited Appraiser Canadian Institute (A.A.C.I.) designation or a Canadian Residential Appraiser (CRA) designation, as well as being a member of the New Brunswick Association of Real Estate Appraisers.

    • A minimum of six (6) years related experience.

    • Experience with Microsoft Office Suite.

    • Valid Class 5 driver’s license as issued by the Province of New Brunswick.

    An equivalent combination of education, training and experience may be considered.

    Written and spoken competence in English is required. Please state your language capability.

    SALARY:

    Pay Band 6: $3,021.00 to $4,019.00 bi-weekly, based on 36.25 hours per week.
