The Opportunity:
The Director will be appointed under the ISA to oversee investigations, and make determinations of any violations of the Act, which may lead to suspensions, administrative penalties, and charges for immigration consultants, recruiters or employers.
The branch is responsible for administration of the ISA, which includes licensing of immigration consultants and recruiters and registering employers seeking to recruit international workers. The team leads investigations of potential violations of the ISA, misrepresentation or fraud by SINP applicants, employers, and nominees; auditing Immigration Services Branch file processing; and assessing areas of program risk. The Director will work with other ministries, governments and agencies involved in the enforcement of immigration legislation as well as all levels of law enforcement in the effective investigation and prosecution of violations of immigration law and the criminal code.
Responsibilities
- Administer and enforce the Immigration Services Act and Regulations.
- Lead investigations and the preparation of disclosure packages.
- Lead the development, enhancement and implementation of policies and procedures designed to uphold the integrity of Saskatchewan’s immigration system.
- Establish collaborative and strategic relationships with other agencies and partners.
- Implement a case management system that will reduce backlogs and provide a responsive service.
- Develop an intake and referral process that is risk-based and triages appropriately.
- Evaluate risk trends and develop risk mitigation strategies.
- Lead, inspire and coach a diverse team to achieve client service excellence, innovation and continuous improvement, and a strong one-team approach.

Technical Knowledge and Skills:
- Education in investigation, criminal justice, criminology, or other related fields. Examples include law, sociology, accounting, computer science, or forensics.
- Experience in investigations of fraud and misrepresentation especially related to identity and financial affairs of businesses and individuals and building cases for prosecution.
- Experience in handling complaints in a program delivery context.
- Experience designing and applying policies and procedures for a program that stand up to principles of procedural fairness and judicial review.
