The Ministry of SaskBuilds and Procurement is seeking a strategic and collaborative leader to oversee enterprise network, cloud, data centre and telecommunications services that support government-wide technology operations.
The Opportunity / About the Job
The Ministry of SaskBuilds and Procurement is seeking a highly motivated and innovative leader for the position of Director of Shared Services.
In this role, you will provide strategic and operational leadership for enterprise infrastructure services that support the Government of Saskatchewan's technology environment. You will be responsible for the delivery and modernization of data centre, cloud, network and telecommunications services that enable ministries and agencies to deliver programs and services to citizens across the province.
You will work closely with ministry clients, industry partners and service providers to ensure critical technology infrastructure remains secure, reliable, scalable and cost-effective. As a member of the branch leadership team, you will help shape future technology direction, drive modernization initiatives and provide strategic advice related to infrastructure investments, service delivery and operational risk.
This position offers a unique opportunity to influence the future of government technology infrastructure while leading major service providers and enterprise technology initiatives that support thousands of public servants across Saskatchewan.
Responsibilities
As the Director, Shared Services, you will:
- Develop and execute the Government of Saskatchewan's infrastructure strategy, ensuring network, cloud, data centre and telecommunications services are secure, reliable, resilient and aligned with business priorities.
- Direct the delivery and lifecycle management of enterprise infrastructure services, including network, cloud and data centre platforms that support government-wide technology operations.
- Lead the Cloud Infrastructure Management function, overseeing cloud administration, infrastructure standards, platform governance and enterprise hosting services.
- Ensure the ongoing availability, performance and modernization of enterprise infrastructure services while supporting future technology transformation initiatives.
- Oversee telecommunications services and related service-delivery programs that support ministry operations across government.
- Manage relationships with major service providers and strategic partners, establishing service expectations, monitoring performance and ensuring accountability for service outcomes.
- Lead contract and vendor management activities, including service-level oversight, issue resolution, negotiations and long-term technology planning.
- Manage significant operating budgets, technology investments and infrastructure contracts while providing strategic recommendations with government-wide financial and operational impacts.
- Collaborate with ministry clients, technology partners and internal service areas to identify requirements, resolve complex issues and coordinate integrated technology solutions.
- Monitor infrastructure performance, operational risks and service metrics, using evidence and data to support decision-making and continuous improvement.
- Advance a One Government approach to infrastructure services by working across the Information Technology Division to develop enterprise solutions and common standards.
- Foster a high-performing and inclusive workplace by providing leadership, coaching and development opportunities while promoting accountability, innovation and service excellence.
- Represent the ministry and the Information Technology Division on governance committees, cross-government initiatives and industry engagements that influence future technology direction and service delivery.
- Provide strategic leadership for Information Management/Information Technology service delivery, business systems, long‑term technology planning, and ministry-wide information management.
- Lead the development, implementation, and continuous improvement of business systems, processes, and enterprise applications, including upgrades, enhancements, administration, and reporting capabilities.
- Advise senior leadership on Information Management /Information Technology strategy, system controls, risks, emerging technologies, and factors affecting system integrity and readiness.
- Develop and oversee strategic and financial IT plans, governance processes, and performance monitoring to support continuous improvement and business outcomes.
- Lead cross‑ministry and enterprise project teams and represent the ministry on committees and governance bodies related to technology, information management, and business transformation.
- Manage key stakeholder and vendor relationships to ensure service delivery, contract performance, and alignment with enterprise service providers.
- Oversee business continuity and disaster recovery planning for ministry systems and services.
- Provides strategic leadership, direction, and mentorship to the team.

- Infrastructure lifecycle management, technology modernization and enterprise architecture concepts.
- IT service management, service-level management and continuous improvement practices.
- Public-sector procurement, contract management and vendor governance.
- Strategic planning, financial management and technology investment planning.
The successful candidate will demonstrate the ability to:
- Develop and implement enterprise infrastructure strategies and long-term technology roadmaps.
- Lead multidisciplinary technical teams and technology managers.
- Manage complex vendor relationships and large-scale service delivery contracts.
- Balance operational stability with innovation and modernization priorities.
- Analyze technical, operational and financial information to support executive decision-making.
- Influence stakeholders and build consensus across diverse client and partner groups.
- Communicate complex technical concepts to executive, business and technical audiences.
- Manage significant budgets, risks, priorities and competing operational demands.
Typically, the knowledge and skills required for this position would be obtained through a degree in computer science, information technology, engineering, business administration or a related discipline, combined with progressively responsible leadership experience in a large and complex technology infrastructure environment. An equivalent combination of education and experience would be considered.
Candidates will have demonstrated experience leading infrastructure, cloud, network, telecommunications or data centre operations; managing significant technology contracts and budgets; and providing strategic advice to senior leadership.
