    Agency Overview:

    The Saskatchewan Public Safety Agency (SPSA) is a treasury board crown responsible for emergency communications including Sask911 and SaskAlert, wildfire management, emergency management and fire safety. This centralized agency ensures a single point of contact for communities, greater co-ordination of provincial resources and contributes to safer communities in our province.

    The Opportunity:

    The Saskatchewan Public Safety Agency (SPSA) is seeking an accomplished executive to lead its integrated human resources, labour relations, safety, operational training, learning and workforce-readiness portfolio.

    Reporting to the Vice President, Corporate Services, the Executive Director, Human Resources, Safety and Training will shape the people, culture and systems that enable SPSA to protect the people, property and resources of Saskatchewan.

    This is a senior leadership opportunity for a strategic, collaborative and service-oriented executive who can balance long-term organizational priorities with the realities of a complex, unionized and geographically dispersed workforce.

    Responsibilities

    • Establish the strategic direction for human resources, safety, training, learning and workforce planning.
    • Strengthen workforce readiness, succession capacity and organizational resilience.
    • Champion inclusive, respectful and psychologically and physically safe workplaces.
    • Provide timely executive advice on complex workforce, labour-relations, safety and organizational matters.
    • Lead organizational change, service modernization and continuous improvement.
    • Advance responsible use of workforce data, HR technology, automation and artificial intelligence.
    • Build trusted relationships with employees, leaders, bargaining agents, government partners and other stakeholders.
    • Ensure resources, risks and delegated authorities are managed responsibly and transparently.

    Qualifications

    Job Capabilities

    You are a credible and accessible executive who builds trust through sound judgment, open communication and reliable follow-through. You can lead multidisciplinary professionals, navigate ambiguity and translate strategy into practical results.

    You will bring:

    • Relevant post-secondary education or an equivalent combination of education, credentials and significant leadership experience.
    • Significant senior leadership experience in human resources, labour relations, occupational health and safety, training, organizational development, workforce planning, emergency management or a related area.
    • Experience leading a broad portfolio in a complex, unionized, regulated or operational environment.
    • Demonstrated success in workforce planning, organizational change, financial management and continuous improvement.
    • Experience applying legislation, collective agreements, policies and governance requirements.
    • A strong commitment to reconciliation, accessibility, inclusion, psychological health and safety, procedural fairness and respectful workplaces.

    Relevant professional credentials, public-sector or public-safety leadership experience, and experience with digital transformation or workforce analytics would be considered assets.
