    The Opportunity:

    The Ministry of Highways (MoH), Provincial Operational Services Branch, is seeking an innovative, responsible, and motivated Field Trainer. Reporting to the Safety Training Manager, the successful candidate will provide classroom, field, and hands-on instruction to ministry employees, supporting the safe and effective operation and maintenance of ministry equipment. The successful candidate will leverage their knowledge of ministry operations and ability to build and maintain effective working relationships to deliver training, coaching, and guidance to ministry employees across the province. Through hands-on instruction, operator evaluations, and field-based support, the Field Trainer plays an important role in developing operator competency and promoting the safe and effective delivery of ministry programs and services. The successful candidate will be required to complete the MoH Train the Trainer (TTT) certification program for all equipment within 12 months of hire. This is a 1-year term position. Core responsibilities will include:

    • Conducts equipment orientation and one-on-one practical MoH equipment training, including testing and evaluating to ensure operator competency in the safe operation and maintenance of a variety of equipment.
    • Supports classroom instruction of defensive driving practices through practical training.
    • Assists with the development, implementation, and evaluation of training materials, manuals, competency assessments, and instructional resources related to equipment operation and associated work processes.
    • Promotes understanding of and compliance with ministry policies, procedures, and standards, including safe operating procedures, hours of work requirements, and respectful workplace and anti-harassment policies.
    • Under the guidance of the Safety Training Manager and Regional Trainer, conducts follow-up evaluations to assess operator competency and identify additional training requirements
    • Participates in training sessions offered by equipment manufacturers and industry representatives to maintain technical knowledge and instructional expertise.
    • Documents and maintains training records, competency evaluations, and certification information within ministry databases.
    • Supports and promotes a safe and positive workplace culture through coaching, mentorship, and training activities.
    • Supports and promotes the health and safety of employees and the general public in accordance with The Saskatchewan Employment Act, The Occupational Health & Safety Regulations, The Traffic Safety Act, The Vehicle Weight and Dimension Regulations, and Ministry of Highways policies and procedures.
    • Performs other related duties as assigned.

    Responsibilities

    • Delivers scheduled classroom, field, and hands-on training to equipment operators and other ministry personnel to support safe and effective equipment operation.
    • Conducts operator evaluations and competency assessments to verify the safe and proper use of equipment and monitor the effectiveness of training programs.
    • Assists in the development, implementation, and continuous improvement of equipment operator training programs, including researching information, analyzing data, and supporting specialized training initiatives.
    • Responds to inquiries regarding training programs, operator certification requirements, and recertification processes, providing guidance and support to employees and supervisors.
    • Coordinates and facilitates the training, certification, and recertification of equipment operators on a variety of ministry equipment, including tandem trucks, snowplows, graders, tractors, packers, oilers, and loaders.
    • Conducts follow-up observations and field evaluations to assess operator performance, reinforce training outcomes, and ensure alignment with ministry training standards, policies, and procedures.
    • Contributes to the development, maintenance, and continuous improvement of training materials, evaluation tools, and internal operating procedures related to equipment operation and employee competency development.

    Technical Knowledge and Skills:

    • Grade 12 or GED and 5 plus years’ experience as a heavy equipment operator.
    • GOS OLDP completion or current enrollment is considered an asset.
    • Experience in all Ministry Road maintenance operations and construction work activities and the related equipment and competency requirements including Tandem Truck, snowplow and wing, Tractor, Compaction, Loader, Grader.
    • Mandatory possession of a valid Saskatchewan class 1A driver’s license.
    • Preference may be given to candidates who provide a satisfactory driver’s abstract demonstrating a safe driving record.
    • Awarded status of Ministry of Highways Train The Trainer (TTT) program - example: Truck 2, PWS, Tractor, Compaction, Loader, Grader, Chainsaw, Flagger, would be an asset.
    • Certification as a Power Mobile Equipment Trainer/Evaluator or Traffic Accommodation Supervisor, would be an asset.
    • Experience training employees in MoH equipment, coaching experience, would be an asset.
    • Basic knowledge of word-processing, databases, Power Point and spreadsheet software.
    • Demonstrated ability to communicate effectively; orally, including public speaking, and in writing.
    • Knowledge of adult education methodology would normally be attained through a diploma program which includes demonstrated ability to design, coordinate and conduct training programs utilizing adult learning techniques, and evaluating the competency of participants, would be an asset;
    • The standards and guidelines of highway maintenance equipment operation including health and safety requirements, evolving safety techniques, specialized terminology and workplace procedures;
    • Occupational health and safety fundamentals, principles, rights, duties and responsibilities;
    • Relevant legislation such as The Saskatchewan Employment Act, Saskatchewan Occupational Health & Safety Regulations, The Highway Traffic Act; and
    • Knowledge of the Ministry of Highways Occupational Health & Safety policies and departmental procedures.

      Skills:

    • Ability to identify and assess an operator’s competency in equipment operation, then determine and implement an appropriate course of action to ensure compliance
    • Ability to verbally, and in writing, communicate information to a variety of audiences that persuades, convinces, builds support, educates and promotes understanding
    • Ability to plan, develop, evaluate learning materials and facilitate learning sessions at a level appropriate to the audience
    • Ability to calmly and thoroughly take control of a training situation and provide direction in the inspection (pre use inspection)
    • Ability to be calm, assertive and respectful when correcting employee behavior in potentially hazardous situations
    • Ability to interact with potentially difficult, uncooperative people (in a respectful, objective but firm manner) in order to gain their trust and confidence
    • Ability to create an environment that recognizes, supports, respects and welcomes diversity of employees and clients
    • Ability to work independently or in a team environment to complete required tasks.
    • Ability to accurately enter, retrieve, format and access data using computer software programs, i.e. Word, Outlook, Excel, PowerPoint; and
