    The Opportunity:

    To qualify for the Project Controller position, you must be eligible for registration as a Professional Engineer or Engineering Licensee with the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS).

    The ideal candidate will have several years of equivalent experience and general knowledge of contract tendering and administration, contract law, design, construction, maintenance and preservation, operations and project management.

    This position is located in Regina or Saskatoon. Other locations may be considered based on space availability and/or operational needs of the ministry.

    Travel Required: One to two days a month.

    Responsibilities

    • Manages the prequalification process of all professional service Consultants seeking to work with the Ministry, including the evaluation of submissions and engagement of Consultants during the process.
    • Assesses and provides expertise regarding the selection of delivery methods for projects in collaboration with other Ministry resources to ensure that projects are consistently delivered in the most appropriate manner.
    • Manages the analysis and management of cost data to support the continual improvement of Ministry-produced project costing estimates.
    • Provides expertise and support to both internal and external stakeholders regarding Best Value policy, procedures and third party performance data, and develops and implements applicable changes. Participates in Ministry committees related to project management and Best Value.
    • Engages stakeholders including the Saskatchewan Heavy Construction Association (SHCA), the Association of Consulting Engineering Companies (ACEC), SaskBuilds and Central Services regarding a range of issues to build positive relationships with stakeholders and create an environment within which issues can be identified and resolutions developed and implemented.
    • Coordinates information flow between the Ministry and SaskBuilds, and the Ministry and Contractors/Consultants, to ensure the timely procurement of construction contracts and consulting service agreements. Identifies gaps in processes and initiates appropriate changes.
    • Executes contracts on behalf of the Ministry except for those that are of smaller value and have had the responsibility delegated to others.

    Technical Knowledge and Skills:  

    • Engineering degree and eligibility for registration as a professional engineer with APEGS or qualified to become an Engineering Licensee with APEGS.
    • Requires extensive knowledge of highway and bridge infrastructure, maintenance and construction practices, contract tendering, and contract administration.
    • Requires familiarity with project management concepts and application of project management principles.
    • Ability to undertake risk assessments, technical analysis, problem solving for complex issues, and economic analysis in order to make sound decisions and recommendations.
    • Requires knowledge of computer software and applications including Microsoft Excel, Microsoft Word, and Microsoft PowerPoint to effectively produce and share information.
