    The Opportunity:

    The Ministry of Highways (MoH), Provincial Operational Services Branch, is seeking multiple innovative, responsible, and motivated Regional Trainers. Reporting to the Safety Training Manager, the successful candidates will provide classroom, field, and hands-on training to ministry employees in the safe and effective operation and maintenance of ministry equipment.  The position requires excellent communication and coaching skills, sound judgement, and the ability to establish positive working relationships with employees, supervisors and managers. Through the delivery and evaluation of training programs, Regional Trainers play an important role in supporting employee development, operational excellence and the safe delivery of ministry programs and services. The successful candidates will be required to complete the MoH Train The Trainer (TTT) program for all ministry equipment within 12 months of hire. Core responsibilities will include:

    • Conducts new employee orientation, classroom instruction and one-on-one practical MoH equipment training, including testing and evaluation to ensure operator competency in the safe operation and maintenance of a variety equipment.
    • Supports classroom instruction of defensive driving practices through practical training.
    • Contributes to the development, implementation and assessment of training courses, manuals and evaluation documentation for use in classroom, employee orientation, and field instruction related to equipment operation as well as related work processes.
    • Promotes understanding of and compliance with ministry policies, procedures and standards including safety policies, safe operating procedures, hours of work requirements and respectful workplace and anti-harassment policies.
    • Implements follow up audits to assess the effectiveness of the training programs on operator skill levels and to ensure compliance and due diligence.
    • Researches and provides recommendations for industry best practices and the use of contracted resources to assist in specialized training for heavy equipment operation.
    • Participates in training sessions offered by vehicle and equipment factory representatives.
    • Documents and maintains current training records within ministry databases for all regional personnel.
    • Supports and promotes a safe and positive workplace culture through a variety of initiatives and activities.
    • Supports and promotes the health and safety of employees and the general public in accordance with The Saskatchewan Employment Act, The Occupational Health & Safety Regulations, The Traffic Safety Act, The Vehicle Weight and Dimension Regulations, and Ministry of Highways policies and procedures.
    • Performs other related duties as assigned.

    Responsibilities

    • Deliver classroom, field, and hands-on training to ministry employees on the safe operation, inspection, maintenance, and care of a variety of powered mobile equipment, ensuring operators meet established competency standard.
    • Assess and evaluate operator competencies through practical demonstrations, testing, observations, and follow-up coaching, providing constructive feedback and recommendations for skill development.
    • Develop and maintain training materials, procedures, and operator evaluation programs.
    • Provide technical guidance to operators, supervisors, and managers regarding equipment operation and best practices.

    Qualifications

    Technical Knowledge and Skills: 

    • Grade 12 or GED and 10 plus years’ experience as a heavy equipment operator.
    • GOS OLDP completion or current enrollment is considered an asset.
    • The standards and guidelines of highway maintenance equipment operation including health and safety requirements, evolving safety techniques, specialized terminology and workplace procedures;
    • Occupational health and safety fundamentals, principles, rights, duties and responsibilities;
    • Relevant legislation such as the Saskatchewan Employment Act, Saskatchewan Occupational Health & Safety Regulations, Highway Traffic Act; and
    • Knowledge of the Ministry of Highways Occupational Health & Safety policies and departmental procedures.
    • Mandatory possession of a valid Saskatchewan class 1A driver’s license.
    • Preference may be given to candidates who provide a satisfactory driver’s abstract demonstrating a safe driving record.
    • Successful completion of a recognized Powered Mobile Equipment (PME) Safety Evaluator Certification, Train the Trainer.
    • Ability to identify and assess an operator’s competency in equipment operation, then determine and implement an appropriate course of action to ensure compliance
    • Ability to verbally, and in writing, communicate information to a variety of audiences that persuades, convinces, builds support, educates and promotes understanding
    • Ability to plan, develop, evaluate learning materials and facilitate learning sessions at a level appropriate to the audience
    • Ability to calmly and thoroughly take control of a training situation and provide direction in the inspection (pre use inspection)
    • Ability to be calm, assertive and respectful when correcting employee behavior in potentially hazardous situations
    • Ability to interact with potentially difficult, uncooperative people (in a respectful, objective but firm manner) in order to gain their trust and confidence
    • Ability to create an environment that recognizes, supports, respects and welcomes diversity of employees and clients
    • Ability to work independently or in a team environment to complete required tasks while following legal and operational procedures.
    • Ability to identify and record relevant information and/or evidence through observations, interviews, inquiries and inspections while following legal and operational procedures to ensure operator competence.
    • Ability to effectively plan and implement training schedules with managers who have urgent training requests
    • Ability to accurately enter, retrieve, format and access data using computer software programs, i.e. Word, Outlook, Excel, PowerPoint; and
