The Opportunity:
The Ministry of Highways is seeking a highly motivated individual who is innovative and a strategic thinker to manage the Safety Training Program. Reporting to the Director of Fleet Programs, the Safety Training Manager is responsible for the implementation of the Ministry Safety Training Program, reviewing all training requests, complaints and developing broad-based solutions to address them. You will actively lead the research, design, development, implementation and evaluation of equipment and operational training programs to support safe and effective job performance.
Our candidate of choice will have knowledge of Adult Education best practices, Highway Traffic Act, Occupational Health and Safety Legislation and Regulations (The Saskatchewan Employment Act, and the Saskatchewan Occupational Health and Safety Regulations) and numerous other standards associated with occupational health and safety. You will have excellent verbal and written communication skills to be able to present information and respond to questions from stakeholders, managers, and employees.
Typically, the knowledge and abilities required for this position would be obtained through the completion of a National Construction Safety Officer (NCSO) or equivalent, as well as several years' experience working in a safety professional training role. The knowledge required for this position would typically be obtained through an Adult Education certificate or Canadian Registered Safety Technician (CRST) or OHS-related certification from a recognized educational/certification institution. An equivalent combination of education and experience may also be considered.
Responsibilities
- Oversee educational assessment, program development, planning, and instructional delivery within classroom and field environments.
- Assess and evaluate learner needs, strengths, and abilities using formative, summative, and diagnostic assessments.
- Develop, adapt, and deliver innovative curriculum, training programs and educational materials tailored to diverse learning needs.
- Deliver training programs for seasonal staff, equipment operators, and adult learners, ensuring the effective transfer of knowledge, skills and standards of practice.
- Provide coaching and consultation to staff, supervisors, and management to support the application of curriculum based knowledge and skills through follow-up visits and case consultations.
- Continuously review and enhance training curriculum to reflect evolving legislation, policy, practice standards, and casework requirements.
- Evaluate the effectiveness of training initiatives through formal sessions, service area support, coaching activities and performance feedback.
- Contribute to quality improvement initiatives, including analysis and recommendations related to case practice standards identified through internal/external reviews.
- Participate in analysis through workshops and planning meetings.
- Interpret and apply complex legislation, policies and procedures using sound judgement, discretion, and professional expertise.

- The standards and guidelines of highway maintenance equipment operation including health and safety requirements, evolving safety techniques, specialized terminology and workplace procedures;

- Relevant legislation such as the Saskatchewan Employment Act, Saskatchewan Occupational Health & Safety Regulations, Highway Traffic Act; and
- Knowledge of the Ministry of Highways Occupational Health & Safety policies and departmental procedures.
- Ability to record and organize information in a clear, concise, accurate and timely manner which allows others to understand.
