    The Opportunity:

    The SPSA is seeking a results-oriented, dynamic professional for permanent position as a Senior Financial Analyst. Reporting to the Manager, Financial Planning and Reporting. Our ideal candidate will be a strategic thinker with Sound understanding of accounting principles, financial reporting, auditing standards, and internal control practices.

    To be successful you will have excellent interpersonal and communication skills. You will be able to develop and maintain professional relationships and partnerships with and build consensus among external and internal stakeholders.

    This position is in-office, based in Regina, Saskatchewan. You will be required to travel away from the office within the province approximately 10% of the time.

    This position leads the development and implementation of the SPSA’s financial planning, budgeting and financial management practices.

    Responsibilities

    • Provides financial management, advisory, interpretative, consultative and research services covering a wide range of financial planning initiatives.
    • Provides advice and direction in the development, coordination and preparation of the ministry's long range financial plan(s).
    • Identifies and measures financial trends and issues, develops options through analysis and/ or modeling, and makes recommendations to senior management to ensure sound financial planning and management practices.
    • Prepares financial plan/budget submissions and proposals and ensures they align with the ministry's goals, objectives and long-range strategic direction.
    • Assesses and develops budget and funding methodology options, assists management with strategic budget development given provincial and/or federal program contributions and agreements, and determines allocations.
    • Reviews ministry processes and makes recommendations to management regarding process re-engineering to enhance client outcomes, improve efficiencies, realize possible cost savings, improve financial processes and/or systems, etc.
    • Develops and implements accounting and/or financial policies, standards, or controls for budgeting, forecasting, program costing, and/or accounting transactions to ensure sound accountability and fiscal and program management.
    • Provides advice and direction to management regarding the financial and program implications of policy and legislative changes, new or revised funding agreements, changed accountability requirements, risk assessment findings and changes to programs and/or performance management practices.
    • Prepares briefing materials and information for senior management or other external users; manages, communicates and provides instruction on regulatory changes and impacts.

    Technical Knowledge and Skills:  

    • Ability to review, interpret, evaluate, and draw conclusions from financial, operational, and control data to support decision-making and recommendations.

    • Sound understanding of accounting principles, financial reporting, auditing standards, and internal control practices, typically supported by an accounting degree and/or CPA designation.

    • Proficiency in generating queries, reports, and financial documents using spreadsheets, databases, and other financial software with accuracy and efficiency.

    • Ability to interpret and apply complex legislation, policies, contracts, collective agreements, regulations, and procedures to operational and financial situations.

    • Capability to identify and implement improved financial management practices, systems, controls, and business processes that enhance effectiveness and Skilled at translating financial, statistical, audit, and regulatory information into clear verbal and written explanations tailored to various audiences.
