    The Opportunity:

    This is an opportunity to play a key role in strengthening how health system data is analyzed, interpreted, and used to support strategic planning, accountability, and better decision-making across Saskatchewan’s health system. Working collaboratively with Ministry colleagues and health system partners, the Senior Health System Data Analyst will apply advanced analytics, business and systems analysis, and financial costing expertise to inform improvements in health system performance and outcomes, refine analytical tools and methodologies, support users, and translate complex technical information into clear, actionable insights for diverse audiences.

    Responsibilities

    • Lead data analytics, advanced querying, and the delivery of extraction, reporting, and analytical solutions.
    • ⁠Analyze relational health data, including data linkage, reconciliation, aggregation, exception analysis, and investigation of mismatched data.
    • Gather, communicate, and document requirements with internal and external stakeholders to support ministry and branch programs.
    • Translate complex technical, financial, and analytical findings into clear recommendations, briefing materials, presentations, decision requests, and executive-level communications.

    • Conduct research, planning, development, implementation, and evaluation of policies and programs, providing analysis and advice on provincial services and initiatives.
    • ⁠Conduct data-quality investigations by identifying anomalies, evaluating their operational and analytical impact, coordinating root-cause analysis, and establishing appropriate validation, correction, rejection, and monitoring rules.

    • Review and assess the impact of proposed changes through ongoing data analysis, trending, financial modelling, and program performance evaluation; research best practices and recommend future options.
    • Manage information systems, including data integration, monitoring collection processes, and implementing new approaches to data retrieval and application.
    • Troubleshoot and resolve incidents in production reporting/data solutions and support planning for technology changes or upgrades.
    • Develop methodologies for extracting information and applying advanced statistical techniques.

    Technical Knowledge and Skills:  

    • Advanced knowledge of relational databases, data structures, data modelling, and SQL for extracting, integrating, validating, and analyzing complex health system data.
    • Proficiency with business intelligence and data visualization tools, such as Microsoft Power BI, to develop dashboards, reports, and actionable insights.
    • Advanced knowledge of nationally standardized health system databases, and national health system indicators.
    • Advanced knowledge of patient or case costing methodologies, and analytical practices, including clinical, operational, financial, and patient-level costing information.
    • Knowledge of statistical analysis, trend analysis, forecasting, and quantitative modelling techniques to support planning, performance measurement, and decision-making.
    • Knowledge of financial principles and to assess health service utilization, resource requirements, cost drivers, and system performance.
    • Strong business, systems, and process analysis skills, including requirements gathering, workflow assessment, gap analysis, documentation, and solution design.
    • Knowledge of data governance, quality assurance, privacy, security, and records management requirements applicable to confidential health information.
    • Ability to support end users by responding to questions from colleagues, troubleshooting issues, providing guidance and training, and helping users access, interpret, and generate reports and analysis from analytical systems.
