    The Opportunity

    The SPSA is seeking a results-oriented, dynamic professional for a 1 year term position as a Senior Planning and Performance Improvement Consultant. Reporting to the Director, Planning and Performance Improvement. Our ideal candidate will be a strategic thinker with extensive knowledge of performance improvement, program evaluation and strategic and operational planning, monitoring and reporting. 

    To be successful you will have excellent interpersonal and communication skills. You will be able to develop and maintain professional relationships and partnerships with and build consensus among external and internal stakeholders.

    This position is in-office, based in Regina, Saskatchewan. You will be required to travel away from the office within the province approximately 10% of the time.

    This position leads the development and implementation of the SPSA’s planning, continuous improvement, and accountability management system to support Agency leaders in enhancing and supporting public safety in Saskatchewan.

    Responsibilities

    • Providing leadership to the Agency on requirements of the Government of Saskatchewan Planning and Accountability Management System;
    • Leading the development of frameworks and facilitating processes for program and process review and improvement;
    • Leading and facilitating planning and delivery of program and process reviews and evaluations;
    • Leading and facilitating environmental scanning;
    • Leading and facilitating development of the Agency’s long-term strategic plan and annual business/operational plan
    • Leading and facilitating identification and assessment of agency risks;
    • Monitoring and reporting on Agency progress through regular review of key business plan and risk mitigation actions;
    • Assisting and facilitating work planning at all levels of the organization;
    • Leading the development of performance measures;
    • Leading the development of the annual report;
    • Preparing formal documents such as briefing notes, CDIs, BIIs, BDIs and speaking notes; and,
    • Making presentations to senior leadership and other internal and external audiences.

    Qualifications

    Job Capabilities:  

    To be successful in this position, you will have:

    • Knowledge of provincial demographic, economic, and social trends in Saskatchewan;
    • Experience in leading and facilitating strategic and operational planning and performance management functions;
    • Experience in leading program reviews and process improvement efforts;
    • Experience in data analysis;
    • The ability to work collaboratively with colleagues across SPSA and with multiple stakeholders and organizations to achieve results; and,
    • Experience in researching and analyzing complex issues to provide recommendations.

    In addition, we require a degree in public administration, business administration, social sciences or a related discipline and at least five years’ experience in a relevant role. An equivalent combination of education, skills and experience may be considered.
