    The Opportunity:

    The Revenue Division of the Ministry of Finance is responsible for administering Saskatchewan's consumption tax programs, including the Provincial Sales Tax (PST), Liquor Consumption Tax (LCT), Fuel Tax, Tobacco Tax, and Vapour Products Tax (VPT).

    As a member of the Compliance Branch leadership team, you will lead a team of compliance officers responsible for promoting tax compliance and helping to ensure the effective administration of provincial tax legislation. You will provide leadership, technical expertise, and develop compliance program materials in a risk-based compliance environment while maintaining a strong commitment to client service, fairness, consistency, professionalism, and accountability.

    This position combines people leadership, audit and other compliance program oversight, stakeholder engagement and outreach, policy and program development, and compliance risk management.

    The knowledge and abilities required for this position would typically be obtained through the completion of an accounting or business degree specializing in accounting, or introductory and intermediate accounting classes supplemented with auditing experience in a taxation environment, along with supervisory / people leadership experience.

    • Leads, guides, coaches, advises, evaluates, and encourages staff to ensure effective service, and to meet program goals.
    • Provides clear and concise instruction to individuals or groups of employees to enhance skills and improve job performance.
    • Develops, recommends and implements special processes, procedures, and controls to deal with program changes or non-compliant tax clients.
    • Develops and maintains effective working relationships to educate, influence or persuade others to achieve understanding or to negotiate an agreement.
    • Communicates effectively both verbally and in writing with diverse stakeholder groups including provincial and inter-provincial businesses, industry, and business organizations to explain complex issues, policies, procedures, and legislation.
    • Appropriately applies and/or enforces acts, regulations, policies and procedures related to provincial revenue programs.
    • Accurately compiles, analyzes and evaluates clients’ and other financial data using various computer software.
    • Continuously plans, prioritizes, organizes and reviews a large volume of audits for others, taking into consideration conflicting and changing priorities to meet deadlines.
    • Develops indicators for assessing audit results, gathers and analyzes data to evaluate program performance, and identifies options for modifying audit procedures and policies.

    • Knowledge of intermediate financial accounting, cost accounting and auditing - including principles, theory, standards and practices, techniques and procedures.
    • Ability to use word processing, databases, spreadsheets and other software packages with speed and accuracy to: access, retrieve, maintain, and enter information; compile, compare, calculate and summarize data and information; and create and generate queries, reports, correspondence and other documents and presentations.
    • Ability to examine, understand and appropriately apply complex tax legislation, policies and procedures when planning for and conducting audits of taxpayers records and/or when providing interpretative information.
    • Ability to analyze, review, interpret and evaluate business records, including documents and financial data in order to form conclusions, judgments, and provide advice or recommendations.
