    Salary: $141,164.00 to $243,760.00

    Midpoint: $192,462.00

    Grant PUD posts the full salary range for each position. The midpoint is provided as a reference point and is not a guaranteed starting pay. Starting pay is based on job-related factors such as qualifications, experience, skills, internal alignment, and organizational needs. Most new hires are typically placed between the minimum and midpoint of the range.

    Position Summary

    Leads and integrates plant-wide planning, scheduling, work management, and coordination activities across Plant Operations, Plant Maintenance, and Engineering to support safe, reliable, and efficient generation. Serves as the primary integrator of plant priorities, work execution readiness, outage planning, and cross-functional coordination while ensuring alignment between plant objectives, resource availability, and execution plans. This position supervises Hydro Planners (Mechanical and Electrical), Operations Technical Advisors, Operations Coordinators, and the Power Production Scheduler, and is accountable for development, integration, and final approval of the plant work schedule, both short and long-term outage schedules, and resource-loaded work plans supporting the Wanapum Dam Hydro Electric Facility.

    Serves as the primary point of integration and coordination across Plant Operations, Plant Maintenance, and Engineering, ensuring alignment of priorities, readiness requirements, schedules, resources, and execution while preserving functional authority within each organization. The role is responsible for governance and standardization of plant procedures, including SOPs and clearance practices, while acting as the lead authority on work management process implementation, enforcing consistent work management processes to strengthen execution discipline.

    Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

    • Serve as the primary integration and coordination point across Plant Operations, Plant Maintenance, and Engineering; align priorities and resolve conflicts affecting execution of the integrated work plan.
    • Lead and supervise plant coordination staff, including Hydro Planners, Operations Technical Advisor, Operations Coordinator, and Power Production Scheduler; provide coaching, direction, and performance management.
    • Lead structured cross-functional coordination forums, including planning meetings, outage readiness reviews, schedule reviews, and execution review meetings, ensuring decisions, actions, risks, and ownership assignments are documented and tracked to completion.
    • Own development, maintenance, and governance of the short- and long-term outage schedules for Grant PUD Hydroelectric facilities.
    • Administer and govern plant procedure-management processes, including workflow management, document control standards, revision-cycle management, and clearance-process governance. Facilitate incorporation of lessons learned and field feedback into procedure updates while maintaining functional ownership of technical content within Operations and Maintenance.
    • Own implementation, governance, and continuous improvement of the plant work management process. Serve as the subject matter expert for work management processes, readiness standards, scheduling practices, backlog governance, and planning requirements.
    • Oversee the use of CMMS and scheduling tools; ensure data integrity, reporting accuracy, and performance tracking.
    • Establish, maintain, and report key performance indicators related to plant performance, schedule adherence, backlog health, work readiness, planning effectiveness, and execution performance. Facilitate corrective-action development and follow-through with functional supervisors as appropriate.
    • Ensure a closed-loop work management process by integrating feedback from execution into planning, scheduling, and engineering inputs to improve future performance.
    • Own development and maintenance of the integrated plant work plan, including prioritization processes, backlog governance, work readiness oversight, and schedule integration across Operations, Maintenance, and Engineering. Accountable for final approval of the integrated weekly schedule following validation that required readiness reviews have been completed and readiness criteria have been satisfied. Operations and Maintenance retain authority to certify readiness and identify conditions that preclude safe or effective execution within their respective areas of responsibility. Define and enforce work readiness standards and ready-to-execute criteria. Verify readiness requirements have been satisfied and required approvals obtained prior to work release. Functional supervisors retain responsibility for certifying operational readiness, maintenance readiness, and execution readiness within their respective organizations. Drive continuous improvement in planning, scheduling, outage execution, and work management processes
    • Provide direct supervision to employees who are covered by the Collective Bargaining Agreement (CBA) along with employees who are not covered by the agreement; manage according to guidelines outlined in the CBA; approve all union timesheets: provide contract interpretation and guidance to address basic working condition conflicts; facilitate resolution of personnel issues and disagreements promoting open communication, trust, respect, and teamwork; provide formal and informal performance assessments.
    • Establish and administer prioritization, conflict-resolution, and escalation processes related to scheduling, readiness, resource constraints, and competing work priorities. Ensure unresolved cross-functional issues are elevated to the appropriate level of leadership for resolution.
    • This position requires NERC CIP access, and incumbents must meet and maintain eligibility with the established criteria in the Grant PUD Personnel Risk Assessment Procedure. Pursuant to NERC standards, Grant PUD conducts background screening of personnel who have access to the District’s critical physical and/or cyber assets.
    • Develops and approves departmental work plans aligned to strategy, assigns responsibilities, and ensures deadlines, priorities, and resources are clear, balancing workload demands with available staff, equipment, and budget. (Planning)
    • Conducts regular performance and development conversations, provides timely feedback and recognition, supports individual growth plans, and coaches’ employees in problem-solving and continuous improvement. (Coaching)
    • States and enforces expectations for work execution, safety requirements, regulatory standards, collective bargaining agreements, corrective actions, organizational policies, and recommends process improvements when needed. (Reinforcing)
    • Monitors departmental expenditures, contracts, and purchasing activities to ensure responsible stewardship of public resources. (Monitoring)
    • Conducts work in a manner consistent with Grant PUD's mission, vision, values, strategic plan, and the Grant PUD/IBEW Local 77 Code of Excellence, demonstrating behaviors that support these organizational priorities.
    • Maintain knowledge of and adhere to applicable laws, regulations, security requirements, and Grant PUD policies and procedures required for the position.

    • Actively participate in all aspects of our safety program, including but not limited to:

      • Accepting feedback from supervisors and coworkers regarding your own safety performance.

      • Ensuring required safety activities are clearly defined and completed by self and team members.
      • Supporting employees’ authority to stop work when unsafe or hazardous conditions exist.
      • Recognizing and reinforcing safe work practices and safety performance within the team.

    Required Qualifications (Education and Experience, License, and/or Certification):

    • Bachelor’s degree in Business, Engineering, or related field, OR two (2) additional years of relevant experience in lieu of degree
    • Six (6)+ years of relevant experience in power plant operations, maintenance, or planning/scheduling.

    Preferred Qualifications (Education and Experience, License, and/or Certification):

    • Associate degree in Engineering, Business Administration, or Electrical Engineering.
    • Five (5) years in electrical, mechanical, or operations field maintenance work. Or
    • Similar apprenticeships in Hydro-Electric facilities.

    Other Knowledge, Skills & Abilities

    • Knowledge of Electric System Operations; Hydro-Electric facility design, maintenance, construction, and operations; WAC 296-45 and other applicable mechanical and electrical standards and regulations; collective bargaining agreements and supervising union employees; concepts, principles, theories, and methods surrounding electrical and mechanical industry standards and best practices; budgeting, accounting, bookkeeping, inventory control, and record management principles.
    • Skill in problem solving; report creation and submittal; independently adapting, interpreting, and applying written guidelines, precedents, and standardized work practices to a variety of unprecedented and problematic situations; written and oral interpersonal communication; workflow and time management; using MS office products; specialized software, tools, and applications.
