Location: 801 Kirk Street, Fostoria, OH 44830

Service Area: This position serves households throughout GLCAP's 15-county service area, including Wood, Sandusky, Seneca, Ottawa, Erie, Huron, Richland, Crawford, Hancock, Hardin, Marion, Putnam, Wyandot, Lorain, and Lucas counties.

Regular travel throughout the service area is required to conduct housing inspections, perform landlord outreach, and support program operations. Travel frequency will vary based on program needs, with some counties requiring more frequent travel than others. Occasional travel outside the primary service area may be required based on program or organizational needs.

Schedule: Monday - Thursday

Weekly Hours: 34 hours per week

Employment Type: Year-Round Full-Time

Pay Rate: Starting at $23.47 per hour, based on education and experience

Position Overview

Develop and maintain landlord relationships to support housing program operations. Coordinate and complete housing inspections and maintain required documentation to ensure compliance with program requirements.

Essential Duties and Responsibilities:   

• Assist with landlord outreach and recruitment to expand available housing opportunities for GLCAP housing programs. 
• Develop and maintain positive working relationships with landlords and property managers to support housing opportunities for program participants. 
• Obtain and maintain certification as a Housing Quality Standards (HQS) Inspector and conduct inspections in accordance with HUD and other applicable program requirements. 
• Schedule, coordinate, and communicate initial, annual, special, and re-inspections with landlords, participants, Family Advocates, and other GLCAP staff, including inspection results and required follow-up activities. 
• Complete and maintain all inspection reports, correspondence, and required documentation in accordance with agency and funding source requirements. 
• Monitor inspection timelines, track required repairs, and coordinate re-inspections to ensure compliance with program requirements. 
• Maintain accurate participant, landlord, and inspection records within agency databases and filing systems. 
• Provide technical assistance to landlords and participants regarding Housing Quality Standards (HQS), inspection requirements, and program expectations. 
• Participate in required meetings, trainings, and professional development activities and perform other duties as assigned with out-of-town travel and occasional overnight stays. 
• May occasionally be required to work in excess of schedule hours per week in order to fulfill position requirements. 

Education: 

Required bachelor’s degree in a field of study related to social services or business management or equivalent. 

Experience: 

Three years of experience in housing programs, property management, inspections, case management, or customer service. Experience working with landlords, property managers, or diverse populations preferred. Must be able to obtain Housing Quality Standards (HQS) Inspector certification. 

Experience conducting housing inspections, property assessments, compliance reviews, or quality assurance activities.  

Experience working with landlords, property managers, contractors or housing providers. 

Knowledge of Housing Quality Standards (HQS), housing inspections, landlord-tenant relations, or housing compliance requirements.  

Experience working with HUD-funded housing programs, Housing Choice Voucher programs, homeless assistance programs, rapid rehousing programs, or other federally funded housing initiatives.  

Additional Requirements: 

• Initial and periodic Motor Vehicle Records checks, maintain a valid driver’s license, and safe driving record.  
• Must have insured, dependable transportation available for daily use. 
• Must submit to initial and/or periodic state and/or federal criminal checks. 
• Must submit to initial and periodic drug and alcohol testing. 
• Ability to be reached by cellular phone during business hours and after hours.
