The Pre-Construction Manager (PCM) is the engine of the pod. Where the Pre-Construction Director owns the regional business unit, the PCM owns the projects, end-to-end, from the moment an opportunity is allocated through to a complete, quality handover into delivery.
This is not a coordination role. The PCM is the primary client contact on their projects, the commercial owner within their delegated authority, and the person accountable for the quality and completeness of everything that leaves pre-construction. The buck stops with the PCM on their projects — and they escalate to the PCD with a recommendation, not a problem.
The PCM operates in a modern pre-construction environment. Technical knowledge matters, but resourcefulness matters more. The best PCMs know what they know, know what they don’t know, and know exactly how to get the right answer fast — whether that’s pulling in shared specialist services, using Harmony’s AI-assisted workflow tools, or escalating to the right technical authority without delay.
The PCM line manages pod-aligned estimators and holds influence across the wider pod — surveyors, workflow coordination, and shared specialist services to deliver what their projects need.
Project Ownership & Delivery
- Projects land at handover on time, in full, and to the required standard
- PCI packs are complete
- The delivery team inherits a clean picture with no unresolved ambiguity
- Pre-construction milestones are hit, or risks are flagged before they become misses
Commercial Skill & Accuracy
- Scopes and pricing are accurate, GP-maximised, and well-supported
- Forecast reporting is on time and within 10% accuracy
- Commercial risks are identified, documented, and escalated with a recommendation
- Delegated authority is used with judgement
Client Management
- The client knows exactly who the PCM is and trusts them to deliver
- Meetings are structured and documented
- Commitments are followed through
- Problems are surfaced and resolved early
- The PCD is brought in at the right moments, not the wrong ones
Technical Resourcefulness
- Engages confidently with scope and compliance
- Knows the limits of their own knowledge and acts on them immediately: pulling in shared services, using workflow tools, or escalating to engineering authority without delay
- Never holds an unresolved technical question past the point it needs answering
Process Discipline & Governance
- Operates in the correct workflow pathway
- Uses Harmony's AI-assisted tools properly
- Keeps Salesforce and project records current and auditable
- Escalates above authority limits without exception
- PCI packs are never incomplete
- Takes end-to-end ownership without being chased. If it’s their project, they own it completely.
- Commercially sharp: understands margin, scope creep, and what a good deal looks like.
- Client-focused: responsive, clear, and professional. The client should feel well looked after at every stage.
- Resourceful over encyclopaedic: knows what they don’t know and moves fast to get the right answer from the right source.
- Process-honest: operates within Harmony’s framework, uses the tools, follows the rules — not because they’re told to, but because they understand why it matters.
- Puts everything in writing. No verbal agreements, no undocumented decisions.
- Escalates with a recommendation, not just a problem. Comes to the PCD with options.
- Calm under pressure: pre-construction is fast-moving. The best PCMs are organised, methodical, and composed when things get complex.
- People-decent: line manages estimators fairly, coordinates the wider team effectively, and contributes positively to the pod.
- Curious and self-improving: uses AI-assisted tools, learns from every project, and actively builds their own knowledge and network.
- London-based and available full time.
- Full UK driving licence.
