    Position Overview

    ​

    We have an exciting opportunity for a Programmes Partner Officer position within the Programmes department based at HQ.

    ​

    The Programme Officer is responsible for coordinating, monitoring, and ensuring the quality delivery of assigned humanitarian and development projects implemented through Human Appeal Field Offices and partners. The role ensures compliance with organisational policies, donor requirements, and internationally recognised humanitarian standards (including Sphere and CHS), while supporting Field Offices to deliver timely, accountable and effective programmes for affected populations.

    Main Responsibilities

    ​

    Programme & Project Management

    ​

    • Coordinate the full project cycle for assigned portfolios, from concept note review to project closure.
    • Review and technically assess project proposals, budgets, funding agreements, and revision requests.
    • Monitor project implementation progress against approved plans, indicators, and timelines.
    • Review narrative and financial reports for quality, accuracy, donor compliance, and alignment with agreed outputs.

    ​

    Compliance, Quality & Accountability

    ​

    • Ensure projects comply with donor rules (e.g. FCDO, ECHO, USAID), HA policies, and international standards including Sphere and CHS.
    • Support Field Offices to identify and mitigate operational, safeguarding, fiduciary, and contextual risks.
    • Support monitoring, evaluation, accountability, and learning (MEAL) requirements, including feedback mechanisms.

    ​

    Coordination & Communication

    ​

    • Act as the focal point between HQ, Field Offices, and partners for assigned programmes.
    • Coordinate project-related inputs for Communications, Fundraising, and Donor Care teams.
    • Support organisation and follow-up of project meetings, monitoring visits, and audits.

    ​

    Financial Monitoring

    ​

    • Track project budgets, payment schedules, and expenditure against approved budgets.
    • Process payment requests and maintain Programme Payment Trackers in coordination with Finance.

    ​

    Emergency & Surge Support

    ​

    • Support emergency response and scale-up phases, including rapid project review, reporting, and coordination as required.

    ​

    NB: Employee duties are not limited only to the above-mentioned Accountabilities; he/she may perform other duties as assigned

    Candidate essential criteria

    ​

    Education:

    ​

    • University degree in International Development, Social Sciences or related field.

    ​

    Experience:

    ​

    • 2–3 years relevant programme management experience with an INGO or humanitarian organisation.

    ​

    ​

    ​Skills:

    ​

    • Strong analytical skills, report review, coordination, MS Office proficiency.
    • Understanding of humanitarian standards, donor compliance, and project cycle management.

    ​

    Languages:

    ​

    • Fluent English is essential

    ​

    ​Candidate desirable criteria

    ​

    • Arabic or French is desirable

    ​
