    EHS Manager

    Job description

    Duties & Responsibilities

    Establish and maintain an efficient EHS management system in Shenzhen Pump Laser factory, and assure the compliance in daily operation –20%

    • Adopt and implement EHS management system and practice by following ISO14001, 45001 and RBA code.
    • Set up annual EHS target and allocate KPIs based on corporation target.
    • Identify applicable national and local law, regulation, code and standard, and implement compliance review, and take the actions to assure fully compliance.
    • Establish and maintain company’s action plan and regulatory calendar based on company’s risk  control purpose and regulation requirements.
    • Establish a suitable EHS procedure and Practice.

    Manage the MOC and Expansion of the Operation –15%

    • Support the operation growth demand and process optimization progress by establishing and implementing a well EHS Review process.
    • Lead the team in earlier assessment for a intend-to-installation or -changing process, and give sufficient earlier consideration prior to project start.
    • Implement PSSR in post-installation and -changes of the workstation, machine and process.
    • Initiate necessary evaluation for the expansion of the operation as regulation requirement, and obtain essential approval and permit on time.
    • Track the actions for compliance.

    Create a Health and Safety Workplace, and comply with environment requirement – 15%

    • Organize essential Health and Safety inspection and/or other practise with operation management to identify the risk and opportunity, and maintain and track EHS action plan;
    • Collect and take actions to respond to employees’ health and safety concerns;
    • Follow company’s schedule for requested health and safety sampling at the workshop, and take the action to implement the improvement action if any abnormal is detected;
    • Implement essential health control practice, include but not limit to occupational contraindication control, occupational health examination and assessment.
    • Overall control environment compliance issues, include submission of regulation request report and survey, implement of pollution sampling.
    • Monitoring air emission and water discharging.
    • Develop EHS training matrix based on operation risk control require, corporation procedure and regulation requirement.
    • Develop EHS training plan, and coach the employees on necessary skill and knowledge in EHS.
    • Deploy the practice or activity to promote employees’ awareness.
    • Organize incident investigation for all incidents occurred in responsible area, and organize RCA according to company’s procedure or department head’s request;
    • Track action progress determined by incident investigation and RCA;
    • Share the lessons from the incident which occurred in Fuzhou or Coherent sites.

    Implement necessary EHS Training and deploy the activity to promote EHS awareness – 15%

    • Develop EHS training matrix based on operation risk control require, corporation procedure and regulation requirement.
    • Develop EHS training plan, and coach the employees on necessary skill and knowledge in EHS.
    • Deploy the practice or activity to promote employees’ awareness.

    Incident Management and Corrective Action – 10%

    • Organize incident investigation for all incidents occurred in responsible area, and organize RCA according to company’s procedure or department head’s request;
    • Track action progress determined by incident investigation and RCA;
    • Share the lessons from the incident which occurred in Fuzhou or Coherent sites.

    Emergency Response, Drill and Incident Investigation – 10%

    • Develop safety, environment and waster emergency plan in accordance with the regulation.
    • Take participate into emergency response plan on occupational health related contexts.
    • Coach the employees on response skill on spillage or leakage incident, also organize first aiders’ training and emergency drill.
    • Maintain the inventory of emergency kit.
    • Organize incident investigation and RCA for safety environment and occupational health related event, near miss and incident. And share key lessons with site employees and regional EHS leaders.

    Human Resources / Administrative – 5%

    • An ESGP is co-developed and pursued.
    • Department information systems, records, reports and metrics are accurate and generated on time
    • Company policy is followed regarding all safety, environmental, quality and ergonomic requirements.
    • Company Technology Control Plan, IP protection and Export Compliance requirements are understood and properly followed.
    • Relevant SOX, IT and Quality procedures are understood and properly executed.
    • Responsible for maintaining a quality work environment.
    • Maintains a positive attitude and is cooperative in working with others.
    • Adapts readily to changes in work caused by new requirements and/or situations.
    • A high standard of ethics, professionalism, competency, and quality is established and maintained.
    • Role model for Quality, Customer Satisfaction, Employee Satisfaction and Business Results.

    Special Assignments – 10%

    • Support special projects as required.
    • Report on projects and make recommendations to upper Management.

    Qualification & Requirements

    ●Education & Experience

    • Bachelor's degree and above, major in safety, environment, industrial health, electric or other engineering education background.
    • At least 8 year Experience with safety management in manufactory, at least 3 year experience at supervisor and above.
    • Chinese certified safety engineer qualification is mandatory, qualification with certified fire engineer is highly plus.
    • Prefer to the experience as EHS leader with subordinator.
    • Experience with RBA code is highly preferable.
    • Understand VOC control and carbon tracking policy in Shenzhen.

    ●Skills & Other Requirements

    • The candidate must hold a qualification of mid-grade certified safety engineer, qualification with certified fire engineer is highly plus;
    • Understand general EHS regulation requirement, and experience with expansion of production is preferrable;
    • High demonstration in presentation skill;
    • Ability in persuading skill and present influence skill.

    ●Working Conditions

    • This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets, etc.
    • Request travelling across industrial park in Fuzhou.
    • Request travelling occasionally.
