Bid Office Manager
The Bid Office Manager plays a critical role in securing new business by leading high-quality proposals in response to RFPs, RFQs, RFIs, and other solicitations in the U.S. and Canada, covering tolling systems, back office systems, traffic management systems, intelligent transportation systems (ITS), fare collection systems, CAD/AVL systems and Connected Vehicles solutions, among others.
The Bid Office Manager oversees the full proposal function ensuring compliant, competitive, and high quality submissions. The role manages the USA Bid Office team (bid managers, technical writers, and contributors), allocates resources, controls proposal related costs, and aligns U.S. bid operations with the Spain Bid Office, reporting to the Mobility Commercial Director North America and the Bid Office Director in Spain.
Managerial Responsibilities
• Lead the bid processes, coordinating the USA Bid Office team, including workload planning, task assignment, and performance oversight.
• Manage proposal resources, schedules, and budgets, ensuring alignment with Spain Bid Office guidelines.
• Coordinate cross functional collaboration with Business Development, Finance, Legal, IT, SMEs, and subcontractors.
• Oversee compliance reviews, quality assurance, and timely electronic or hard copy submissions.
• Maintain proposal records, templates, libraries, and lessons learned documentation.
Responsibilities
As part of the role, the Bid Office Manager also performs core Bid Manager functions for specific opportunities:
• Review and interpret RFPs, RFQs, RFIs, and related solicitation documents.
• Develop proposal outlines, compliance matrices, and content plans.
• Gather and validate technical, pricing, and administrative inputs from SMEs and internal teams.
• Ensure proposal content is compliant, clear, persuasive, and aligned with win themes and customer requirements.
• Support pricing activities, vendor cost analysis, and competitive research for Price to Win development (preferred).
Qualifications
• Bachelor’s degree in Business, Public Administration, Communications, English, or related field.
• Demonstrated experience in team leadership and management, including coordination of multidisciplinary proposal teams.
• Ability to understand complex technological solutions and effectively communicate their value.
• 3–5 years of experience supporting proposals and business development in a proposal management and/or pricing management capacity within government contracting, preferably state and local.
• Experience in transportation systems, particularly tolling, traffic, fare collection payment and ITS.
• Familiarity with federal, state/local, or commercial procurement environments and strong understanding of RFP processes and compliance requirements.
• Excellent organizational and project management abilities.
• Proficiency with proposal tools (SharePoint, Adobe, MS Office, Excel); familiarity with proposal automation platforms, Visio, MS Project, and cost analysis tools preferred.
• Strong interpersonal and facilitation skills.
• Language: Fluent English; proficiency in Spanish preferred.
