MSA Professional Services is seeking an experienced Real Estate Appraiser II to support real estate acquisition for public improvement projects, primarily transportation-related. This role is designed for an appraiser with experience completing eminent domain-related valuations and right of way appraisal assignments.

You’ll complete moderately complex appraisal and evaluation assignments, work closely with MSA’s real estate and transportation professionals, and prepare valuations supporting local public agency and WisDOT projects. The ideal candidate is already included on WisDOT’s approved right of way appraiser list or has the experience and qualifications to obtain approval within the first six months of employment.

Responsibilities

Appraisal & Valuation

• Prepare real estate appraisals and valuation reports supporting acquisitions for local public agency and WisDOT improvement projects
• Complete Sales Studies, property inspections, and acquisition-area evaluations to determine property values and project impacts
• Complete appraisal reports ranging from Short Format and Standard Abbreviated to Before and After reports based on acquisition complexity
• Perform appraisal reviews in accordance with WisDOT and FHWA standards and evaluate property-owner appraisals to identify discrepancies and support potential settlements Real Estate Appraiser II

Right of Way & Project Support

• Apply Wisconsin Statute 32, the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act, and other eminent domain requirements
• Estimate acquisition costs and compile valuation information to support project planning and budgeting
• Collaborate with real estate professionals, project managers, clients, and property owners to address valuation and acquisition questions
• Manage multiple appraisal assignments while meeting project schedules and quality expectations

Qualifications

Education & Licensure

• High school diploma or GED required
• Active Wisconsin Certified Residential or Certified General Appraisal license required.  Iowa, Minnesota, or Illinois licenses encouraged.
• Completion of sufficient IRWA and related coursework to qualify for WisDOT’s approved real estate appraiser list

Experience

• 4+ years of professional appraisal and right of way acquisition experience
• Experience completing eminent domain-related appraisal assignments

Skills

• Strong knowledge of real estate principles, appraisal standards, and valuation methodologies
• Understanding of federal and state requirements governing public right of way acquisition
• Strong attention to detail, organization, and ability to manage multiple assignments
• Strong written, verbal, interpersonal, and problem-solving skills
• Ability to work independently while collaborating effectively with project teams

Pay & Benefits

• Compensation Range: $70,000 - $112,500 (commensurate with experience)
• Flex Time: Work 42 hours this week? Have 2 hours added to your Flex Time balance to use as time off in the future
