    Location: Kinshasa, Democratic Republic of Congo (DRC)

    Team: Operations

    Reports to: Country Manager

    Contract: Fixed Term for 1 year (subject to change dependent on funding) 

    Matrix Reporting: Finance & Compliance Manager

    Starting Salary: $34,236 (USD) gross per annum. NRGI offers generous benefits including health insurance, a 10% employer pension contribution and extensive leave, in addition to two weeks of annual office closure.

    NRGI is seeking an experienced Finance & Operations Officer to support our work in the Democratic Republic of Congo.

    The DRC Finance & Operations Officer will play a key role in ensuring the financial health, regulatory compliance and effective day-to-day operations of NRGI's DRC office.

    The role combines financial management, administration, risk and compliance, procurement, operational coordination and office management. The successful candidate will oversee accounting processes, donor financial reporting, project financial controls, payroll review, statutory deductions, tax compliance, account monitoring and reconciliations.

    Working closely with the Country Manager, DRC program colleagues and NRGI's global Operations teams, the Finance & Operations Officer will provide proactive financial and operational support and ensure that local systems and procedures comply with NRGI and donor requirements.

    Key Responsibilities

    · Lead day-to-day financial management for the DRC office, including internal controls, budgets, monthly management accounts and budget-versus-actual reporting.

    · Prepare and review financial forecasts, cash-flow projections and budget updates, identifying significant variances and emerging financial risks.

    · Review donor and regulatory financial reporting and ensure compliance with relevant requirements.

    · Maintain accurate accounting records and financial systems and support smooth internal, statutory and donor audits.

    · Review financial transactions and supporting documentation for accuracy, completeness, eligibility and compliance.

    · Coordinate and conduct second-level review of monthly payroll, including salaries, statutory deductions and employee changes.

    · Complete monthly bank reconciliations and monitor relevant balance-sheet accounts.

    · Act as a key point of contact for NRGI's banking and financial management arrangements in DRC.

    · Coordinate procurement, suppliers, travel, meetings, events and other administrative and logistical requirements.

    · Monitor DRC statutory, tax, legal and regulatory requirements and support country-level risk and compliance management.

    · Support recruitment, onboarding, HR administration and liaison with NRGI's HR and IT teams.

    · Maintain procurement records and ensure procurement processes are transparent, competitive, properly documented and compliant with NRGI and donor requirements.

    · Coordinate the effective management of the DRC office, facilities, equipment and service providers.

    The role is weighted primarily toward Financial Management (50%), followed by Administrative Support (25%), Risk & Compliance Management (10%), Operations Liaison (10%) and Office & Facilities Management (5%).

    Experience & Technical Skills

    · A minimum of four years' experience in a similar finance and operations role, ideally within an NGO or international development organisation.

    · Strong experience in financial management, financial controls and compliance.

    · Experience preparing financial reports for donors and management and analysing financial data.

    · Significant financial and grant-management experience, including experience working with partners or consortium arrangements.

    · Strong organisational skills and the ability to prioritise and respond proactively to changing demands.

    · Ability to manage resources, competing priorities and deadlines with minimal supervision.

    · Experience using financial accounting and reporting systems; knowledge of NetSuite or a similar financial system would be an advantage.

    · High proficiency in Microsoft Word, Excel and PowerPoint.

    · Strong interpersonal and stakeholder-management skills, with the ability to work effectively with colleagues at different levels of seniority.

    · Ability to handle confidential financial, personnel and organisational information with discretion and integrity.

    · Sound judgement and the ability to identify issues that require escalation.

    · Ability to work independently while maintaining effective communication and collaboration with remote and global teams.

    · Excellent written and spoken English.

    Education & Qualifications

    • A bachelor’s degree is essential. 
    • Full or part accountancy qualifications
