    POSITION DETAILS

    CLASSIFICATION

    This position is classified at the RE-05 group and level which is roughly equivalent to the CT-FIN-03 group and level.

    LOCATION

    Both positions are located in Ottawa. Working from the Toronto office may be approved, depending on worksite availability.

    OSFI’s work model includes telework and mandatory onsite presence. The terms of the employee’s telework arrangement will be established in accordance with the Directive on Telework and related organizational directions. These arrangements must be reviewed annually, at a minimum, and can be subject to change.

    PROCESS INTENT

    The immediate need is to staff 1 position with a language requirement of English essential and 1 position with a language requirement of bilingual imperative (CBC/CBC) on a term basis.

    A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic profiles (bilingual imperative, bilingual non-imperative, English essential or French Essential), security requirements, tenures, and/or locations within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.

    KEY RESPONSIBILITIES  

    Financial Accounting, Reporting and Systems Analyst

    Reporting to the Manager, Financial Accounting and External reporting, the Financial Accounting, Reporting and Systems Analyst supports financial accounting, reporting, and financial systems activities to ensure the accuracy and integrity of financial information. The incumbent prepares and analyzes financial reports, performs reconciliations, supports period-end processes, and contributes to compliance with accounting standards and internal controls. The position also provides advice on financial reporting and systems, develops reporting tools, and supports system enhancements and process improvements.

    Financial Analyst

    Reporting to the Manager, Financial Planning and Analysis, the Financial Analyst provides financial planning, budgeting, forecasting, reporting, and advisory services to support effective decision-making. The incumbent monitors financial performance, analyzes variances, prepares financial reports, and develops recommendations for managers and senior leaders.

    ESSENTIAL EDUCATION

    • A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce, economics or other relevant field.
    • A relevant recognized professional designation.

    ESSENTIAL EXPERIENCE

    • Recent (1*) and significant (2*) experience in financial analysis, financial reporting, corporate accounting or financial planning, budgeting and forecasting, and/or financial systems support.
    • Recent (1*) and significant (2*) experience providing financial advice, guidance, and recommendations to management and stakeholders.
    • Recent (1*) and significant (2*) experience using financial management systems such as SAP, Workday, or similar ERP systems.
    • Experience using advanced Excel functions, including pivot tables and data analysis tools, to analyze and manipulate financial data.

    *NOTE:

    (1*) Recent is defined as ANY relevant experience gained within approximately the last five years.

    (2*) Significant is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of four years.

    The following essential knowledge, competencies and abilities will be assessed at a later date.

    ESSENTIAL KNOWLEDGE

    • Knowledge of accounting concepts, principles, and standards, including the application of Public Sector Accounting Standards (PSAS).
    • Knowledge of financial reporting requirements and financial information used to support management decision-making.
    • Knowledge of financial accounting or financial management principles, practices, and controls, including financial analysis.

    ASSET EDUCATION

    • A relevant graduate degree from a recognized post-secondary institution.

    ASSET EXPERIENCE

    • Experience supporting financial system implementation, enhancement, testing, or process modernization initiatives.
    • Experience developing dashboards, reports, or data visualizations using Power BI or similar business intelligence tools.
    • Significant (2*) experience in two or more of the following areas: corporate accounting and reporting, financial planning and analysis, financial operations, financial policy, costing, internal controls, or financial systems administration
    • Significant (2*) experience in one or more of the following areas: corporate accounting and reporting, financial planning and analysis, financial operations, financial policy, costing, internal controls, or financial systems administration in a public-sector environment.

    *NOTE:

    (2*) Significant is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of 4 years.

    ASSET KNOWLEDGE

    • Knowledge of the Financial Administration Act (FAA) and Treasury Board policies, directives, and guidance related to financial management
