Background 

Palladium is investigating a potential opportunity for a micro, small, medium enterprise (MSME) platform development across Indonesia. Palladium seeks Indonesian-based expertise to strengthen its positioning, technical design, stakeholder engagement, and proposal response.  Please note this is a bid opportunity and there will not be a role unless the tender is awarded. Estimated award date is the end of 2026 with start-up activities following immediately after award in early 2027. 

Purpose of the Assignment 

Palladium is seeking a Data Governance & Technical Architecture Lead to drive the project’s technical analysis and design with stakeholder engagement in Indonesia. The Lead will define and test assumptions, assess technical and governance options, and ensure that architecture, governance, security, commercial use cases, operating arrangements, and capacity transfer solutions are appropriate. Fluency in English is required, fluency in Bahasa Indonesian is preferred. Technical delivery will require engagement in an Indonesian institutional, regulatory, MSME, and financial-sector context; shape a credible delivery and partnership model; engage priority stakeholders; and translate local insight into a responsive proposal.

Location

The position will be based in Jakarta, Indonesia. Candidates must be authorized to work in this location.

Scope of Services 

• As  member of the senior leadership team, the Lead is responsible for the technical project delivery to meet anticipated client needs.
• Develop an indicative target architecture for a modular, scalable data platform, including ingestion, storage, processing, master data management, metadata, lineage, analytics, APIs, identity and access management, monitoring, and deployment considerations.
• Define a phased architecture and implementation pathway beginning with a proof of concept and scaling toward prioritized data-source integration and operational maturity
• Provide insight into a data-quality approach covering profiling, validation, matching, missing and inconsistent data, quality tiers, monitoring, feedback loops, and service-level expectations
• Recommend interoperability and API approaches, data-exchange patterns, and security controls appropriate for government contributors and private-sector consumers
• Assess commercial use cases into technical capabilities such as product configuration, metering, usage analytics, tiered access, licensing controls, and service-level management
• Advise on feasible institutional, governance, operating, and commercialization options, including key risks and dependencies

Qualifications and experience  

• Advanced degree in data science, information technology, computer science, finance, business, or a related field
• At least 10 years of relevant experience in enterprise architecture, data architecture, data governance, interoperability, digital platforms, or a related field in an Indonesian context.
• Strong knowledge of data governance, data quality, master data management, metadata and lineage, APIs,
• identity and access management, cloud or hybrid hosting, security, and privacy-by-design.
• Strong understanding of Indonesia’s MSME and financial-services ecosystem, including barriers to MSME finance and the role of digital data.
• Excellent analytical, facilitation, diagramming, and English writing skills.
• Fluency in English required; Bahasa Indonesia strongly preferred

Preferred Qualifications 

• Experience with digital public infrastructure, government data exchanges, financial-sector data, credit infrastructure, e-KYC, digital identity, or MSME platforms
• Familiarity with RESTful APIs, OpenAPI, OAuth 2.0, OpenID Connect, event-driven integration, cloud-native data platforms, lakehouse patterns, , or comparable technologies and standards
