This Opportunity:
The Democratic Republic of the Congo (DRC) has endorsed its National Energy Compact as the strategic framework to transform the energy sector by 2030. The Compact is aligned with Mission 300, the initiative co-convened by the World Bank Group and the African Development Bank to connect 300 million Africans to electricity by 2030, in partnership with The Rockefeller Foundation, the Global Energy Alliance for People and Planet and Sustainable Energy for All (SEforALL). Under the Compact, the Government aims to expand electricity access from 21.5% to 62% by providing first-time access to up to 60 million people, to scale clean cooking from 1% to 30% of the population, and to mobilize more than US$37 billion in public and private investment.
To drive implementation, the Government has established a Compact Delivery and Monitoring Unit (CDMU) within the Prime Minister’s Office (Primature). The CDMU coordinates sector ministries, implementing agencies (including the national utility SNEL, the rural electrification agency ANSER and the electricity regulator ARE), development partners and private investors; tracks performance against the Compact Action Plan and Results Framework; and works to resolve implementation bottlenecks. It is staffed by experts embedded within the unit, working as an integrated team under the CDMU Coordinator.
Palladium, which provides services to the Alliance under a Master Services Agreement (MSA), is seeking a Financial Structuring, Modeling and Investment Mobilization Expert to support the DRC CDMU. Mobilizing US$37 billion over five years, more than half of it from private sources, is one of the most complex challenges of Compact implementation.
