About PNG-Australia Strongim Wok Long TVET (SWLT)
The PNG–Australia Strongim Wok Long Technical and Vocational Education and Training (TVET) (SWLT) program is a four-year, AUD 80 million investment by the Australian Government Department of Foreign Affairs and Trade (DFAT) to support Papua New Guinea’s (PNG) efforts to strengthen its TVET sector. Aligned with PNG’s national priority to build an educated and skilled workforce for resilient economic growth, SWLT aims to enhance the quality, relevance, and inclusiveness of skills development. The program supports improvements in national quality assurance systems, technical college standards, graduate employability, and Australia’s visible and trusted development partnership with PNG.
The program aligns with the broader goals of the Australia–PNG Development Partnership Plan 2024–2029, which emphasises locally led development, education investment, and inclusive growth, as well as PNG’s Higher and Technical Education Reform Act 2020.
This Opportunity
As Senior Procurement Coordinator you will be responsible for supporting the effective delivery of all procurement activities across the SWLT program. You will be responsible for coordinating procurement processes, maintaining procurement systems and records, supporting tendering activities, conducting supplier due diligence and ensuring compliance with Palladium and DFAT procurement requirements.
This will include:
· Support and coordinate all procurement activities in compliance with the Australian Commonwealth Procurement Rules (CPR’s), DFAT Value for Money principles, and Palladium procurement and due diligence standards.
· Support the implementation of procurement plans and schedules across program activities.
· Manage standard procurement processes, including requests for quotations (RFQs), market research, supplier engagement, bid receipt, and procurement documentation.
· Coordinate engagement with suppliers, bidders, and other key stakeholders to ensure an efficient procurement process.
· Prepare procurement documentation, including RFQs, evaluation templates, purchase requisitions, contract documentation, purchase orders and procurement summary reports.
· Coordinate procurement workflow and ensure procurement activities are completed within agreed timeframes.
· Support the management of competitive tender processes and evaluation activities under the direction of the Procurement Manager.
· Assist with contract mobilization and assist onboarding of suppliers and contractors.
· Maintain complete, accurate and auditable procurement files and records.
· Ensure procurement documentation complies with Palladium, DFAT and program requirements.
· Maintain procurement registers, contract registers, supplier databases and tracking systems.
· Conduct supplier due diligence checks and ensure supporting documentation remains current and complete.
· Monitor procurement files for quality assurance and compliance requirements.
· Support procurement audit preparation and respond to requests for procurement documentation.
· Assist in maintaining an approved supplier database.
· Support supplier performance monitoring and documentation.
· Maintain regular communication with suppliers regarding procurement requirements, contracting matters and delivery schedules.
· Track contract deliverables, contract expiry dates and supplier performance issues.
· Escalate supplier risks, performance concerns or compliance issues to the Procurement Manager.
· Prepare regular procurement status reports, pipeline updates and procurement metrics.
· Monitor procurement timelines and identify potential delays or bottlenecks.
· Support expenditure tracking and procurement forecasting activities.
· Provide procurement data and analysis to support management decision-making.
· Assist with procurement-related reporting for internal and external stakeholders.
· Contribute to the integration of social procurement principles by supporting engagement with local businesses, women-owned enterprises, youth-led businesses, people with disability, and other underrepresented groups.
· Understand and contribute to SWLT gender equality, disability and social inclusion (GEDSI) objectives relevant to procurement activities.
· Adhere to DFAT and Palladium safeguarding policies and standards and support safe, inclusive and respectful working environments.
· Uphold ethical procurement practices and immediately report conflicts of interest, integrity concerns or suspected fraud.
· Support environmentally sustainable procurement practices where practical and appropriate.
· Contribute to a positive, collaborative and learning-oriented team culture.
· Support implementation of SWLT's six program principles: locally driven, adaptive, responsive, socially inclusive, politically informed, partnership-focused, and evidence-based delivery.
About you
You will demonstrate proven experience in the following areas:
· Extensive procurement experience in PNG, ideally within DFAT‑funded or donor‑funded development programs
· Strong understanding of the Commonwealth Procurement Rules, DFAT procurement requirements and PNG Government procurement processes.
· Demonstrated capacity to manage full procurement cycles including complex tenders.
· Demonstrated strong analytical thinking and proactive problem solving.
· Experience working with suppliers and stakeholders across PNG, including provincial contexts.
· An understanding of tertiary and vocational education and training development in the Pacific Islands context is desirable.
· Excellent organisational and computer skills especially with MS Word and Excel.
· Operate with high levels of integrity, consistent with the intent of DFAT’s Ethics, Integrity and Professional Standards Policy Manual.
· Demonstrated ability to work autonomously while contributing effectively within a team.
· Participation and positive engagement in diverse teams, supporting a results-driven culture of learning and inclusion.
· Demonstrated commitment to the principles of locally-led, socially inclusive, politically informed and adaptive programming.
