Background 

Palladium is investigating a potential opportunity for a micro, small, medium enterprise (MSME) platform development across Indonesia. Palladium seeks Indonesian-based expertise to strengthen its positioning, technical design, stakeholder engagement, and proposal response.  Please note this is a bid opportunity and there will not be a role unless the tender is awarded. Estimated award date is the end of 2026 with start-up activities following immediately after award in early 2027. 

Purpose of the Assignment 

Palladium is seeking a senior in-country Team Lead, responsible for the day-to-day technical, operational, and managerial oversight of the project. This position will play a central role in coordinating project components, supervising technical teams, engaging stakeholders, and ensuring high-quality implementation aligned with donor-client C objectives. Fluency in English is required, fluency in Bahasa Indonesian is preferred. Technical delivery will require engagement in an Indonesian institutional, regulatory, MSME, and financial-sector context; shape a credible delivery and partnership model; engage priority stakeholders; and translate local insight into a responsive proposal.

Location

The position will be based in Jakarta, Indonesia. Candidates must be authorized to work in this location.

Scope of Services 

• Lead the senior leadership team and client engagement for the project and provide hands-on oversight of technical delivery
• Lead and review programmatic functions including the development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of project strategy with integrated lessons and best practices
• Advise on Indonesia’s public-sector, MSME, financial-services, fintech, data-governance, and digital-transformation landscape as relevant to the opportunity
• Map priority stakeholders, including relevant government bodies, regulators, financial institutions, financial service providers, fintechs, MSME ecosystem actors, technology firms, data providers, and development partners
• Implement an engagement plan for critical stakeholders and buy-in meetings
• Identify and assess potential local partners, vendors, commercial data actors, and expert candidates against the anticipated technical and delivery needs
• Help define priority MSME financing use cases, data products, user needs, barriers to adoption, and pathways to market uptake
• Advise on feasible institutional, governance, operating, and commercialization options, including key risks and dependencies

Qualifications and experience  

• Advanced degree in economics, finance, business, public policy, international development, or a related field
• At least 10 years of relevant professional experience in Indonesia in digital transformation, financial inclusion, economic development, data governance, public-sector reform, technology, or a closely related field
• Experience working with governments, donors, development finance institutions, and private sector partners to mobilize commercial capital
• Experience leading projects, drafting activity workplans, budgets, managing implementation, staff, and short-term technical assistance
• Demonstrated ability to work with Indonesian government institutions and private-sector stakeholders on complex, multi-party initiatives
• Strong understanding of Indonesia’s MSME and financial-services ecosystem, including barriers to MSME finance and the role of digital data
• Experience translating stakeholder and market insight into strategies, proposals, programs, or investment decisions
• Excellent facilitation, relationship-management, analytical, and writing skills
• Fluency in English required; Bahasa Indonesia strongly preferred

Preferred Qualifications 

• Experience with U.S. Government-funded or other multilateral and bilateral development partners
• Experience with digital public infrastructure, government data platforms, data sharing, credit infrastructure, e-KYC, digital identity, or API-enabled services
• Experience designing or assessing public-private partnerships, data products, revenue models, or market-based sustainability strategies
• Established networks across government, financial institutions, fintechs, MSME support organizations, and technology providers
