Position Summary
The Property Manager is responsible for the day-to-day operations, financial performance, and physical condition of an assigned portfolio of company-owned and leased properties. This role oversees leasing, tenant relations, maintenance, vendor management, and budget administration to protect asset value and ensure a well-maintained, well-run property for owners, tenants, and residents alike. The Property Manager also ensures that any property subject to Low-Income Housing Tax Credit (LIHTC) requirements is operated and documented in full compliance with applicable federal, state, and program regulations, working closely with compliance staff and outside agencies as needed.
Essential Duties and Responsibilities
General Property Operations
- Manages daily operations of assigned owned and leased properties, ensuring each site is safe, well-maintained, and operating efficiently.
- Oversees leasing activity, including marketing vacancies, screening applicants, preparing lease agreements, and coordinating move-in/move-out procedures.
- Serves as the primary point of contact for tenants and residents, responding to inquiries, concerns, and service requests in a timely and professional manner.
- Coordinates routine maintenance, preventive maintenance schedules, and capital improvement projects with maintenance staff and outside contractors.
- Solicits bids, negotiates contracts, and manages relationships with vendors, contractors, and service providers.
- Conducts regular property inspections to identify maintenance needs, safety hazards, and lease or policy violations.
- Prepares and manages property operating budgets, monitors actual performance against budget, and reports variances to management.
- Processes rent collection, deposits, and related accounts receivable activity, and initiates collection or lease enforcement action as needed.
- Reviews and administers lease terms for both owned and leased properties, coordinating with ownership, landlords, or leasing agents as applicable.
- Maintains accurate property records, including leases, tenant files, inspection reports, and maintenance logs.
- Prepares regular reports on occupancy, financial performance, and property condition for senior management.
- Ensures compliance with fair housing laws, landlord-tenant regulations, and other applicable federal, state, and local requirements.
- Ensures all required business licenses, property permits, and inspections (e.g., business licenses, rental/occupancy permits, fire and safety inspections) are current and renewed on schedule for each property.
LIHTC Compliance
- Manages the assigned LIHTC-covered property in accordance with all Low-Income Housing Tax Credit program requirements, including tenant income eligibility, rent limits, and unit set-asides.
- Coordinates initial and annual tenant income certifications and re-certifications, ensuring required documentation is complete, accurate, and submitted on schedule.
- Maintains tenant files and compliance records in accordance with state housing agency and LIHTC program requirements, and prepares files for internal and external compliance reviews.
- Monitors changes in LIHTC regulations and program guidance, and updates property policies and procedures accordingly, in coordination with compliance staff or legal counsel.
- Coordinates with the state housing finance agency, investors, and/or asset management on compliance monitoring visits, audits, and reporting requirements.
- Ensures marketing, waitlist management, and tenant selection procedures for the LIHTC property meet program and fair housing requirements.
- Promptly reports and helps remediate any compliance findings or noncompliance issues identified during internal reviews or agency audits.
Supervisory Responsibility
This position may directly supervise on-site staff, including leasing agents, maintenance technicians, and administrative support, depending on property size and portfolio assignment. Responsibilities include hiring, training, scheduling, performance management, and day-to-day direction of assigned staff.
Qualifications — Education and Experience
- High school diploma or equivalent required; coursework or certification in property management, real estate, or a related field is a plus.
- Minimum of one (1) year of property management experience, including experience with both owned and leased properties preferred.
- Working knowledge of applicable fair housing laws, landlord-tenant regulations, and property management best practices preferred.
- Valid driver's license and reliable transportation for travel between properties.
Knowledge, Skills, and Abilities
- Strong working knowledge of property management principles, leasing practices, and building operations.
- Familiarity with LIHTC compliance requirements, income certification procedures, and affordable housing regulations, or the demonstrated ability to learn them quickly.
- Excellent verbal and written communication skills, with the ability to interact professionally with tenants, ownership, vendors, and regulatory agencies.
- Strong organizational skills and attention to detail, particularly with respect to compliance documentation and recordkeeping.
- Proficiency with property management software and standard office/productivity software.
- Sound financial acumen, including budget preparation, variance analysis, and basic accounting concepts.
- Ability to manage multiple priorities across a portfolio of properties and respond effectively to time-sensitive issues.
- Strong problem-solving skills and sound judgment in resolving tenant, vendor, and operational issues.
Position Type and Expected Hours of Work
This is a full-time position. The standard work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may be required to work overtime or adjust their work schedules as necessary to meet business needs and fulfill the responsibilities of the position.
Physical Demands and Work Environment
Work is generally performed in an office and on-site property environment. The Property Manager must be able to walk property grounds and units, including stairs, in varying weather conditions, to conduct inspections and respond to on-site needs. Occasional lifting of up to 25 pounds may be required.
