1. Background
The Sudanese American Physicians Association (SAPA) is a humanitarian, non-profit organization dedicated to improving access to quality health care and humanitarian assistance for vulnerable communities throughout Sudan.
Due to the ongoing humanitarian crisis in South Kordofan, SAPA is expanding its emergency response operations to provide life-saving interventions in health, nutrition, WASH, protection referrals, emergency shelter, and multi-sector humanitarian assistance. The Emergency Officer will support emergency preparedness, rapid assessments, implementation of emergency interventions, coordination with humanitarian partners, and monitoring of emergency activities.
2. Job Purpose
The Emergency Officer is responsible for planning, coordinating, implementing, and monitoring emergency response interventions in South Kordofan. The position ensures timely, effective, accountable, and high-quality humanitarian assistance in accordance with humanitarian principles, donor requirements, and SAPA policies.
3. Key Responsibilities
A. Emergency Preparedness
- Support development and updating of emergency preparedness and contingency plans.
- Participate in risk analysis and early warning monitoring.
- Maintain emergency response tools, templates, and preparedness resources.
- Support emergency simulations and preparedness exercises.
B. Rapid Needs Assessment
- Conduct rapid multi-sector needs assessments following emergencies.
- Collect and analyze field data using standard humanitarian assessment tools.
- Prepare situation reports (SITREPs) and assessment reports.
- Identify priority humanitarian needs and recommend appropriate interventions.
C. Emergency Response Implementation
- Coordinate implementation of emergency response activities.
- Ensure timely delivery of emergency assistance to affected populations.
- Support emergency distributions, including medical supplies, hygiene kits, food, and non-food items.
- Monitor field implementation to ensure quality and accountability.
- Ensure beneficiary selection follows agreed vulnerability criteria.
D. Coordination
- Represent SAPA in emergency coordination meetings at the state level when delegated.
- Coordinate with government authorities, UN agencies, NGOs, community leaders, and humanitarian partners.
- Support participation in relevant humanitarian clusters and technical working groups.
- Facilitate information sharing among stakeholders.
E. Monitoring, Evaluation, Accountability and Learning (MEAL)
- Monitor emergency activities against approved work plans.
- Track project indicators and emergency response performance.
- Support post-distribution monitoring.
- Ensure community feedback and complaints mechanisms are functional.
- Document lessons learned and best practices.
F. Information Management and Reporting
- Prepare weekly, monthly, and emergency situation reports.
- Maintain emergency response databases.
- Produce beneficiary statistics and activity summaries.
- Ensure proper documentation of all emergency interventions.
G. Logistics and Operational Support
- Coordinate with logistics teams regarding emergency procurement and supply distribution.
- Monitor stock movement and distribution records.
- Support emergency warehouse management when required.
- Ensure emergency equipment is available and operational.
H. Safety and Security
- Comply with SAPA security policies and Standard Operating Procedures.
- Monitor security developments affecting humanitarian operations.
- Report incidents immediately through established channels.
- Promote safe access to affected communities.
I. Accountability and Compliance
- Ensure compliance with SAPA policies and procedures.
- Adhere to donor regulations and reporting requirements.
- Promote safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Child Protection, Gender Equality, and Do No Harm principles.
- Maintain confidentiality and uphold humanitarian ethics.
4. Qualifications
Education
- Bachelor's degree in Public Health, Medicine, Nursing, Humanitarian Studies, Disaster Management, Social Sciences, Development Studies, or a related field.
- Master's degree is an added advantage.
5. Experience
- Minimum of three (3) years of experience in humanitarian emergency response.
- Experience working in conflict or emergency settings.
- Experience conducting rapid needs assessments.
- Experience managing emergency projects funded by institutional donors is desirable.
- Previous experience with NGOs or UN agencies is an advantage.
