Project Officer

The role 

We are currently looking for Project Officer based in Nga District, Oudomxay Province.

Role Purpose                   

Promoting Nurturing Care in Laos to Advance Child-Sensitive Social Protection is a pilot project implemented in Nga District, Oudomxay Province, from July 2026 to December 2027. The project supports 100 mothers receiving conditional cash transfers through the World Bank’s Helping Hands programme by integrating parenting education on responsive caregiving, early stimulation, nutrition, and family budgeting. The initiative aims to improve children’s cognitive, socio-emotional, and physical development while strengthening household well-being and generating evidence for integrating nurturing care into social protection programmes in Lao PDR.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

• Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
• Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

Key responsibilities:

District-Level Activity Implementation

• Implement project activities in line with approved plans, budgets, and timelines.
• Facilitate parenting and behavior change sessions on nurturing care, child development, nutrition, and family well-being.
• Support community and household interventions to improve child health, dietary diversity, and family budgeting practices.

Technical Support and Capacity Building

• Train and mentor community facilitators, health workers, and partners.
• Promote application of the Nurturing Care Framework and age-appropriate caregiving practices.
• Provide technical support to ensure quality implementation of project activities.
• Provide technical guidance to ensure interventions meet quality standards.

Stakeholder Engagement and Coordination

• Coordinate with government authorities, health facilities, and community stakeholders.
• Participate in coordination meetings and support integration of project activities into existing systems.

Monitoring, Evaluation, Accountability and Learning (MEAL)

• Collect, verify, and report project data in a timely and accurate manner.
• Monitor progress against project indicators and targets.
• Support assessments, reviews, learning activities, and documentation of success stories and lessons learned.

Budget and Administrative Management

• Support activity planning, budgeting, procurement, and logistics.
• Ensure compliance with organizational and donor requirements.
• Maintain accurate project records and documentation

Safeguarding, Gender and Inclusion

• Ensure compliance with safeguarding standards and policies.
• Promote gender equality, social inclusion, and equitable participation.
• Report safeguarding concerns in accordance with established procedures.

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s degree in early childhood development, Nutrition, Public Health, Education, Social Work, Community Development, Psychology, Rural Development, or a related field.

EXPERIENCE AND SKILLS

• At least 2-3 years of experience implementing community-based development projects.
• Experience in ECD, parenting education, nutrition, health promotion, or livelihoods programming.
• Experience working with local government and community structures.
• Experience in monitoring and reporting donor-funded projects

Contract length: Fixed term (1 year with the possibility of extension)
