Southern Tier AIDS Program, Inc. is looking for a Housing Counselor, Health Homes Housing to join our Binghamton team! This position assists clients with housing-related issues, including rental assistance, homeownership education, foreclosure prevention, and tenant rights advocacy. They will conduct assessments, provide financial counseling, and connect clients with appropriate resources. The position requires strong communication skills, knowledge of housing policies, and the ability to work with diverse populations.. The Housing Counselor, Health Homes Housing reports directly to the Health Homes Housing Coordinator.
Responsibilities
The primary responsibilities and duties of a Housing Counselor, Health Homes Housing include providing housing retention services to persons living with HIV/AIDS receiving services from STAP, their families and significant others. This includes but is not limited to:
- Assess client needs and develop individualized housing plans.
- Provide counseling on rental assistance, eviction prevention, and homeownership.
- Educate clients on fair housing laws and tenant rights
- Assist clients with budgeting, credit repair, and debt management.
- Guide clients through the mortgage or rental application process.
- Help clients apply for housing assistance programs.
- Work with landlords, lenders, and housing authorities to resolve issues.
- Provide crisis intervention services when needed.
- Conduct workshops and educational sessions on housing topics.
- Advocate for clients facing housing discrimination or eviction.
- Maintain relationships with local housing agencies and service providers.
- Maintain accurate client records and case notes.
- Ensure compliance with federal, state, and local housing regulations.
- Prepare reports on client progress and program outcomes.

Salary
$19.50/hour working 35-hours per week, may vary depending upon experience
Education:
- Bachelor's degree in social work, housing studies or a related field (preferred).
Experience:
- One year of experience working in the human services, education, health or other related field, housing assistance background and experience working with any of the following populations; persons with HIV infection, a history of mental illness, homelessness and/or chemical dependence preferred. Knowledge of HUD regulations, tenant laws, and Housing assistance programs.
- Excellent organizational, time management, and communication (verbal and written) skills, ability to work autonomously, good judgment, and record keeping skills are essential.
- Computer literacy required.
- Physical demands are those associated with general office duties: sitting, standing, light lifting.
- This individual is responsible for meeting the transportation and insurability requirements of this job. A valid driver’s license, clean driving record and consistent access to a personal vehicle for client transportation is a requirement of the position.
