    Spektrum supports apex purchasers (NATO, UN, EU, and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We provide our clients with professional services, specialised aerospace and defence sales, delivery, and operational subject matter expertise.     Who we are supporting

    The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

    The NCIA provides a wide range of services, including:

    • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
    • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
    • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
    • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
    • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

    Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

    The program

    Assistance and Advisory Service (AAS)

    The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

    To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

    IT Systems & SharePoint Support Engineer

    Role Background

    NCIA requires
    Shared Technical Work Area (STWA) Support Services for its facility
    in The Hague.

    The role supports three main areas: development and launch of a
    SharePoint-based
    STWA booking site
    , technical setup/testing of the STWA environment for the Business
    Continuity Project (BCP)
    , and review/migration/organisation of STWA technical
    documentation.

    Role Duties and Responsibilities

    
    Develop, configure, test and support the launch of the STWA SharePoint
    booking site
    .
    
    Identify issues and improvements before final release.
    
    Install and configure equipment within the STWA technical environment.
    
    Perform technical checks, infrastructure testing and readiness validation.
    
    Configure and test the STWA environment for high-load BCP scenarios.
    
    Troubleshoot hardware, software and network-related issues.
    
    Review and update technical documentation and SOPs.
    
    Document equipment installations, configurations, network mappings, test
    results, risks and follow-up actions.

    
    Review STWA and CSE documentation libraries.
    
    Migrate relevant documentation into a central repository and establish a lean,
    maintainable structure.

    
    Support integration of the booking site with the CSU SharePoint site.
    
    Coordinate with service owners, technical teams and operational users.
    Essential Skills

    
    SharePoint site configuration/development, including pages, lists, libraries and
    booking/workflow solutions.

    
    Technical equipment installation, configuration and testing.
    
    Infrastructure readiness testing and technical validation.
    
    Strong engineering and system administration skills.
    
    Hardware, software and network troubleshooting.
    
    Technical and operational documentation management.
    
    Ability to create clear and maintainable documentation structures.
    
    CIS security best practices and security principles.
    
    Service delivery processes.
    
    Coordination across technical teams, service owners and business stakeholders.
    
    Strong problem-solving and customer support skills.
    
    Fluent written and spoken English.
    Desirable:

    
    Previous NATO/NCIA experience.
    
    Experience in an international military/civilian environment.
    
    Business Continuity or resilience-related technical experience.
    
    SharePoint booking sites or service coordination portals.
    
    Documentation library consolidation.
    
    Previous experience with STWA or a similar controlled technical work area, test
    facility, lab or secure CIS environment.
    Experience
    
    Minimum 3 years of relevant post-related experience.
    
    Hands-on experience with SharePoint.
    
    Technical setup, equipment installation/configuration and testing experience.
    
    Infrastructure readiness and technical validation experience.
    
    Technical documentation and repository management experience.
    
    Service delivery and stakeholder coordination experience.
    educations and Certifications

    
    Bachelor's degree in Computer Science, Information Technology or a
    related field
    , OR equivalent professional experience.
    Working Location

    The Hague, Netherlands / Remote

    The RFQ specifies approximately
    50% remote and 50% on-site at NCIA in The Hague.
    Working Policy

    Hybrid – approximately 50% remote / 50% on-site.

    The activity schedule specifies that some deliverables are remote, some are on-site and

    some require both.

    For the option years, the contractor is expected to travel to The Hague
    six times per
    year
    (March, June, August, September, October and December), with each visit expected
    to last approximately
    three weeks. Travel-related costs must be included in the bid
    price.

    
    Base period: 1–31 December 2026
    
    2027 option: 1 January–31 December 2027
    
    2028 option: 1 January–31 December 2028
    
    NATO SECRET clearance – mandatory
    
    One full-time contractor/person is required.
    Key Deliverables

    There are
    6 contractual deliverables:
    1.
    STWA Booking Site Pre-Release Package – SharePoint booking site
    development, testing and pre-release preparation.

    2.
    STWA BCP Technical Setup Package – equipment installation, configuration
    and technical testing.

    3.
    STWA Readiness, Booking Site Finalisation & Launch Package –
    environment readiness, final SharePoint configuration/integration and launch

    support.

    4.
    BCP Equipment Installation & Support Documentation Package –
    installation/configuration documentation, test evidence and support procedures.

    5.
    STWA High-Load BCP Configuration & Infrastructure Test Package – high-
    load configuration and infrastructure testing.
    6. STWA/CSE Documentation Library Review, Migration & Repository
    Structure Package
    – documentation review, migration and repository
    restructuring.

    The payment allocation is
    15% / 20% / 20% / 15% / 15% / 15%, respectively, and
    payment is linked to acceptance of each deliverable.

    Travel

    
    Some travel to other NATO sites may be required
    Security Clearance

    
    Valid National or NATO Secret personal security clearance
